– HEAD procurement flawed
The High School of Art and Design’s processes revealed “weaknesses” during an audit. One out of three acquisitions analyzed does not comply with the rules.

Alerted several times regarding potential malfunctions related to the HEAD purchasing process, the Court of Auditors launched a compliance audit last October, as revealed by the “Tribune de Genève”.
François Paychère, magistrate in charge of the mission, presented the results of his work this Friday morning. If he underlines “that no criminal offense has been observed”, the conclusion remains severe. Weaknesses were discovered in the expenditure initiation process, as well as in the control systems.
Lack of competition
The auditors dipped into various expenses accounted for by the school over more than twenty months (January 2021 – September 2022). They also chose to take a closer look at the costs incurred for a fashion show organized by the school.
The survey shows that almost a third of the purchases analyzed (10 out of 34) did not comply with the competition rules (not enough suppliers solicited). For thirteen acquisitions, the Court of Auditors noted that the order forms had been drawn up following payment.
This is the first time that one of the six schools of the HES-SO Geneva has been the subject of a targeted examination by the Court of Auditors.
