President Andrés Manuel López Obrador did not wait until September 1, for the delivery of his IV Government Report to the Congress of the Union, nor at the beginning of the work of the Legislative Power and delivered from this Wednesday to the Chamber of Deputies its “preferred initiative” of reforms to the National Guard.
Although the law indicates that the delivery of this type of “preferential” initiatives is delivered when the regular session begins, the head of the Executive Power has already delivered his reform proposals, which contain modifications to the Organic Law of the Federal Public Administration, to the Law of the National Guard, to the Organic Law of the Mexican Army and Air Force and to the Law of Promotions and Rewards of the Mexican Army and Air Force, in National Guard and Public Security matters.
Also, the head of the Executive sent from the National Palace to San Lázaro an official letter from the General Directorate of Programming and Budget, and from the General Legal Directorate of Expenditures, both of the Ministry of Finance, containing an opinion on the budgetary impact that these reforms will have for the federal government.
This was announced this Wednesday by the still president of the Chamber of Deputies, Sergio Gutiérrez Luna, of Morena.
The document will hardly be announced before the plenary session of the 500 legislators and turned over to the respective commissions for analysis and discussion.
In recent days, López Obrador rejected that this implies the militarization of public security in Mexico and argued that “the Army is no longer the one of the dark night of Tlatelolco nor that of the ‘dirty war’.
“It’s a professional Army, that respects human rights and it is enough to see their actions to see that we are not lying”, he stressed at the plenary meeting of the Morena deputies.
“It has been said that the intention is to militarize the country and nothing further from that, that is not the object. If this were the case since the last Legislature, the initiative would have been presented, but it is not that, ”he insisted.
In addition, he warned the deputies that “the debate will not be easy”, due to the positions in the “opposite” parties, but insisted that what is sought is “to provide Mexico with an institution that is effective in these difficult times. that we face, that is capable of guarantee the safety of all Mexicans.”
