ÖVP-Green motions on energy in the Economic Committee
Vienna (OTS/ÖVP-PK) – Numerous ÖVP-Green motions on the subject of energy are on the agenda of the Economic Committee today, Thursday, said ÖVP economics spokesman Abg. Peter Haubner is pleased with the important measures planned. One application concerns the federal law on the provision of renewable heat in new buildings (Renewable Heat Act – EWG). This means that systems powered by fossil fuels are no longer allowed to be installed in new buildings. Transitional provisions are provided for proceedings that are already ongoing.
For the replacement and conversion of existing systems that can be operated with fossil energy sources, an increased and improved range of funding should enable the conversion to climate-friendly systems in order to promote the decarbonization of the building sector by 2040. “The funding offers within the framework of the Environmental Promotion Act will be made more attractive, so that the partly outdated heating systems will be gradually replaced by climate-friendly heating systems with a view to 2040,” says Haubner. He pointed to the recently passed budget accompanying law, in which one billion euros was earmarked for the “Get out of oil and gas” program for the “renewable heat package”. “It was important to us to create incentives for replacing heating systems, not rules or bans, and to support people accordingly. These incentives are now reflected accordingly in the law.”
An initiative proposal concerns a federal law that amends the Renewable Energy Expansion Act and the Green Electricity Act 2012. As in recent years, there will be a suspension of the green electricity flat rate and the green electricity support contribution in 2024, explained Haubner. There should also be improved transparency in the district heating sector. Therefore, data from the district heating contractor should be transmitted to E-Control, such as tariff changes, connection fees, etc. Also planned is, among other things, the possibility of extending the commissioning period for mountain wind turbines from 36 months plus twelve months by a further twelve months.
Another ÖVP-Green application concerns a federal law on a special-purpose grant to the states for the years 2024 and 2025 to maintain funding for the switch to climate-friendly heating (Heating Switchover Special Purpose Grant Act – HeUZG). This special-purpose grant is intended to support the maintenance or increase of the amount of state funds used for the relevant funding for the switch to climate-friendly heating by the state centers and thus contribute to achieving the goal of decarbonizing the building sector,” emphasizes Haubner. Also on the agenda is a motion from the ÖVP and the Greens to implement the revision of the EU Emissions Trading Directive (ETS-RL) into national law. The Carbon Border Adjustment Mechanism (CBAM) Implementation Act 2023 is also discussed. CBAM standardizes a CO2 border adjustment for the import of certain goods from third countries from CO2-intensive industries. The aim is to prevent the EU’s efforts to reduce greenhouse gas emissions from being undermined by an increase in emissions outside the EU’s borders, by relocating production to countries where climate protection measures are less ambitious (so-called carbon leakage), or by increasingly importing CO2-intensive products into the EU.
