Hand over the TTP people in Afghanistan, the matter will be over: Asif Durrani

Pakistan’s Special Representative for Afghanistan, Asif Durrani, says that if the Taliban in their country, the outlawed Tehreek-e-Taliban Pakistan (TTP) will be handed over to Islamabad, the problem will end.

In a special interview with Independent Urdu on the completion of three years of the second government of the Taliban movement in the neighboring country, senior diplomat Asif Durrani said that the people (of the TTP) who are living in Afghanistan should take measures against them. will be Hand them over to us and the matter will be over.’

According to a statement by the Afghan Anwari government, on 24 Asad (corresponding to Wednesday, August 14) according to the Afghan calendar, the Islamic Emirate of Afghanistan is celebrating the third anniversary of its victory and defeat of external forces.

In response to the question that the government of Pakistan Afghanistan Alleging that TTP carries out all the attacks in the country from there? Asif Durrani said that the government of Pakistan has never said that all attacks take place from there. Yes, we remind the Afghan Transitional Government about these attacks, which involve Afghans, they have shelters there, the weapons they are carrying. Afghans cannot carry weapons inside Afghanistan, but TTP people are carrying them, so it raises doubts about what the Afghan interim government wants to do.

Asif Durrani does not consider the TTP to be a strain in relations with the Afghan Interim Government, but says there is still a process going on with them. “We hope and if the assurances have been given by them, they will be implemented.”

The Taliban On the completion of three years of the second government, Asif Durrani congratulated him and said that we have a historical relationship with Afghanistan and it is going on, no matter which government comes. Now the government of Taliban has come, three years have been completed. We congratulate them and hope that they will achieve peace and unity in the country and fulfill the rights of the people.’

Explaining the rights further, he said that whether it is the rights of religious or ethnic minorities or women’s education and employment. “Pakistan is part of the consensus on this issue not only at its own level but also at the OIC and international level.”

He described the establishment of peace in the war-torn neighboring country as important for Pakistan for three years. ‘There is peace compared to the past. Although TTP is a cause of concern for us, overall peace in Afghanistan is very important to us. To that extent, it should be satisfied. However, there is always room for improvement.’

According to him, solving problems like Pakistani Taliban takes time. ‘TTP is a non-state element. Whatever such group may be, it cannot be allowed to dictate the agenda by force.

‘Secondly, they claim that they will not accept the Constitution of Pakistan but do not specify which of its clauses are un-Islamic. They will have to respect the law and be accountable for their crimes, especially for killing Peshawar school children. The process, when such a movement occurs, is the same throughout the world. It takes a while.’

In response to the question that the Afghan interim government does not want to deal with the TTP itself or is not capable of it? Asif Durrani said that this question would be better to be asked to him. “If they think of themselves as the interim government, if they think that they are in power, if they think that they have control, then this control should be the same on the TTP.”

Stretching real or fake?

Pakistan. Is the Taliban tension real or some people believe it is an attempt to gain acceptance from the Taliban? In this regard, Asif Durrani insisted that he did not see anything like this, rather the media has spread that there is a severe tension between Pakistan and Afghanistan and the situation is very bad. “However, if you look, TTP attacks are still happening. The attack on the Chinese engineers was planned by the TTP in Afghanistan. These are the facts and their solution should be taken seriously.

“It is not only a concern of Pakistan, but also of Uzbekistan, Tajikistan, Iran and China.” The attacks that ISK carried out in Russia and Iran, Uzbekistan, Tajikistan, and Pakistan have also taken place, so these are not based on assumptions, they are. But despite all this, the bottom line is that whoever comes to power in Afghanistan will have to take steps to preserve their sovereignty.

‘These include controlling the TTP. TTP is a terrorist organization, Daesh is and dozens of other organizations are these facts for which we have to take steps, Afghanistan itself has to take steps. They are not living on an island and rivers of honey and milk will flow after coming to power, it is not so.’

Who holds the key to TTPay’s solution? In response to this question, he said that if we have to talk about state craft, then this issue has to be taken in the same way. “If Pashtun Wali or Tarbur Wali will take it, then the state craft will not work and the example is themselves, who have destroyed the country. A serious effort will have to be made to establish peace within Afghanistan and in the border areas of Pakistan as well.

He made this conversation at a time when the forces of the two countries have once again fought on the Torkham border, which reflects the challenges faced by both countries.

Pro-Pakistan Govt

Historically, a pro-Pakistan government in Kabul is not possible, has this been understood here? On this question, he said that he does not know who are the people who say that there should be a pro-Pakistan government. “Afghanistan is a sovereign country, what happened to us in the last 45 years was the unrest there. First there was the massacre of the Mujahideen after the Soviet intervention, then there was the 20-year democratic period that was a parachute democracy, bringing in Karzai and Ashraf Ghani, who had never held two people’s office, to become Democrats. Then came the Taliban.

“These show the instability of Afghanistan and it is a sad commentary on the politics of Afghanistan that its leaders have reduced the country to ruins.” It is a very sad thing that directly affects us. These things need attention.

‘What should be done about it now? Where are the leaders before the Taliban, they are living a very good life outside, but the poverty graph inside Afghanistan has gone to 97%. 52% of this is sitting on UN aid and if this economic situation continues like this, it will affect us and we are worried that people will turn to Pakistan.

How long will the Taliban government last?

Asif Durrani said that he could not answer it. ‘Who am I to predict? This is hard work. Politics keeps changing, it depends on what steps are taken by the people in power to improve the economic situation.’

Has Afghanistan again become the axis of proxy war of extremists? Regarding this, the Special Representative of Pakistan said: ‘When these things start happening, it itself causes an alarm. I also request my Afghan friends that they need to pay attention to this.’

Is there any cooperation with the Afghan authorities on ISIS and al-Qaeda? In this regard, Asif Durrani admitted that they are also a serious threat. “In this, the Afghan interim government has to come forward to see what their problems are and what we can do to help them. It is very important.’

Western diplomats fear that Afghanistan is once again going to become a battlefield for militants? UN Fresh Report It is also saying that the large number of terrorist groups in Afghanistan has threatened the security situation in the region.

Fulfill all conditions of recognition?

Asif Durrani said that it is the individual right of every country to recognize the Taliban government or not, but Pakistan will take its time to reach a decision.

The Special Representative said that according to him, education is a right of every Muslim man and woman, but also of every human being. ‘Once you have established a principle and it has international acceptance, it is useless to argue about it further. There should be no restrictions. When we talk, all the important issues are discussed.’

Difficulty in Afghan visas?

Asif Durrani rejected the impression that Afghans are being forced to issue visas. ‘No, nothing like that. On daily basis we are issuing 2500 to 3000 visas. Nowhere else in the world would this happen. It is noisy. Look at how much rush there is at the border.’

The decision to expel registered Afghans?

Among the Afghan refugees who are illegal, they are being sent back, but the government has announced that the legally present Afghans will also be deported. On the question of whether the decision is still valid, he gave a detailed explanation that 662,000 people left voluntarily, no one forced them.

But the second category is the Afghan Citizen Card (ACC), which has around eight lakhs. An agreement was reached between the governments of the two countries about them in 2015. These were also illegals whose cards were issued by the Afghan government and assisted by NADRA. Holders of these cards are in Pakistan and can avail all the facilities of POR card. Can’t just open a bank account.

A P&R agreement was signed in 2002, between the two countries and UNHCR, which expired in 2012. It is the kindness of the government of Pakistan that it continues to extend till now what is for one year now. Both P&R and ACC have non-refugee status. Our analysts mix them up. Registered means these people. Now is the time for the international community and UNHCR to come forward for the return of these Afghans.

Has the flow of people stopped?

Asif Durrani was asked whether the movement between the two countries has stopped for training and discussion. So he said, ‘No, some think tanks are doing it, but you should also ask the Afghan interim government how serious they are about it. ‘They have their own styles, they are a sovereign country. How much they promote debate.’
