The redevelopment of the Seongsu Strategic Development Area in Seongdong-gu, Seoul, which has the advantage of being near the Han River and close to Seoul Forest, is gaining momentum. It is attracting attention because all four districts are discussing the development of high-rise buildings with more than 70 floors.

According to the maintenance industry on the 14th, Seongdong-gu Office recently announced to the public a change plan for the ‘Seongsu Strategic Maintenance Area 1st Housing Maintenance-type Redevelopment Project (Seongsu District 1)’. The Seongsu Strategic Maintenance Area, divided into districts 1 to 4, had a maintenance plan once in 2011, but redevelopment projects were sluggish for 13 years. This is because former Seoul Mayor Park Won-soon established a policy for all four districts to carry out maintenance projects at the same time.

Because of this, even if District 1 wanted to speed up the project, it could not pursue redevelopment if other districts were at a standstill. There was also a keen interest in how to divide and build infrastructure. Accordingly, the Seoul Metropolitan Government changed its policy last year to allow each of the four districts to pursue projects. This is why Seongdong-gu recently announced separate redevelopment guidelines for Seongsu District 1.

This change in the Seongsu District 1 maintenance plan includes the abolition of height regulations altogether. The restrictions that limited the maximum height to 150m and the maximum number of floors to 50 floors were lifted. The Seongsu District 1 Association is reviewing a plan to increase the maximum number of floors to 70 or more floors. An official from the union said, “Opinions are divided between those in favor of creating a landmark and those opposed that the construction cost and period will increase too much, so we will gather opinions at the general meeting in February.”

The total number of households was also changed to 3,019, an increase of 110 households from the existing 2,909 households. Seongdong-gu plans to receive residents’ opinions by next month and then send a maintenance plan reflecting them to Seoul. Once it passes the Seoul Metropolitan Government deliberation threshold, the maintenance plan is finalized. During this process, the total number of households may change. Seongsu District 2, which is right next door, also plans to hold a general meeting in March and decide on the maximum number of floors.

Seongsu District 4 held a design forum for union members on the 11th. We recently elected a new union president and are speeding up the project again. At the forum, a blueprint to redevelop Seongsu District 4 to a maximum of 77 stories was introduced. The Seongsu District 4 Association said, “We will make the most of the natural scenery adjacent to Seoul Forest and the Han River and provide all households with a view of the Han River,” and “We will make it a landmark of Seoul and the Han River.”

Public contributions are provided to increase accessibility to the Han River. The city of Seoul plans to improve the conditions of the land that was blocked by Gangbyeonbuk-ro to make the Han River accessible on foot. The idea is to install a covered park on Gangbyeonbuk-ro. A waterfront park is created next to the cover park and is naturally connected to the complex. There are plans to turn the waterside park into a new sunset spot.

Culture, sports, welfare, and community facilities will be placed in the complex adjacent to the waterside park. In addition, ‘Seongdeokjeong-gil’, a public pedestrian passageway that runs through Seongsu districts 1 to 4 and leads to Seoul Forest, will be created. If this plan is implemented, the Seongsu district is expected to establish itself as a representative wealthy village along the Han River. This is because there are already high-end residential facilities nearby, such as Trimase, Acroseoul Forest, and Galleria Foret.

In the recent ‘Seongsu-dong In-Depth Analysis Report’, the NH Investment & Securities Tax Center said of Seongsu Districts 1 to 4, “It faces Apgujeong and is easy to access central Seoul and the Gangnam area by car and public transportation,” adding, “Currently, Trimaze is the price indicator.” “It is highly likely that the future value will be higher as the business progresses.”

However, the recently soaring construction costs and the resulting conflict among residents are variables. Being tied to a land transaction permit area is also a requirement that makes transactions difficult.
