When the opposition parties strongly opposed the amendment to the enforcement ordinance of the ‘Complete Inspection and Investigation Act’ announced by the Ministry of Justice, Minister of Justice Han Dong-hoon dismissed it as there was no room for illegality. A minister explained that he only made the enforcement ordinance as stipulated in the law made by the National Assembly.
On the 12th, Minister Han said through additional explanatory materials, “The government will implement exactly as prescribed by the law made by the National Assembly.”
“This enforcement ordinance does not deviate even one inch from the scope of the law enacted by the National Assembly,” said a minister, emphasizing, “It is also an established Supreme Court precedent that the wording of a law is the principle standard for interpretation of the law.”
Minister Han said, “I would like you to specifically point out which part of the enforcement ordinance deviated from the mandate of the law, other than the emotional political slogans such as ‘politics of enforcement ordinances’ or ‘ignorance of the National Assembly.’ “How is it that the National Assembly ignores the law as it is enacted? The government has no intention of ignoring the National Assembly.”
A minister pointed out, “The people have seen vividly and know very well that when they tried to pass the so-called censorship and overhaul bill by force of the majority, they had ‘intention and intent to prevent the investigation of major crimes’.” In fact, the revised law is not allowed to carry out even such ‘intentions and feelings’.”
Minister Han also emphasized, “The government just made an enforcement ordinance as stipulated in the law made by the National Assembly.”
Minister Han also said, “The ‘intention and heart’ is directly once morest the will of the people to ‘protect the people from crimes’, so it is once morest common sense and the law to ask the government to follow the ‘intention and heart’ while ignoring the law. It’s not right. If the government is putting its hands on crime response, it’s rather negligence.”

Minister Han said, “The so-called Inspection and Observation Act itself is highly unconstitutional in terms of the revision procedure and content, but it is the government’s task to protect the people from crimes and minimize the gap in response to crimes in preparation for the enforcement of the law until the Constitutional Court decides that it is unconstitutional. “The Ministry of Justice will do its best in the constitutional trial,” he said.
“This revision of the Enforcement Decree applies only to cases where an investigation begins following 9/10, and does not apply to specific politician-related cases that have already been investigated,” said one minister. The allegations of ‘forced repatriation of North Korean fishermen’, ‘the suspicion of a public official who was murdered in the West Sea,’ and ‘a case involving a specific politician’ in mind are clearly false.”
Minister Han added, “With regard to the enforcement ordinance, the Minister of Justice will go out and explain to the people faithfully whenever called by the National Assembly.”
Minister Han said, “I want to ask you one last thing,” and said, “Why should we not conduct investigations into gangsters who harass ordinary people, drug trafficking, voice phishing investigations, abuse investigations using public office, and false accusations?”
