Hammouchi arrives in the Emirates on a private working visit, and signs a memorandum of understanding to frame cooperation in the police field and investment in security human resources

In support of bilateral cooperation relations in the security field between the Kingdom of Morocco and the sisterly United Arab Emirates, the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, is paying a working visit to the United Arab Emirates, during the period from 23 to 26 September, which constitutes an opportunity to establish the legal and regulatory framework to consolidate and develop security cooperation between the two parties, and exchange expertise in the field of police training and building security competencies.

A statement from the General Directorate of National Security and the General Directorate of Territorial Surveillance stated that the Director General of National Security and Territorial Surveillance began this official visit by signing a memorandum of understanding between the General Directorate of National Security, represented by the Royal Police Institute, and the General Command of Abu Dhabi Police, represented by the Saif bin Zayed Academy for Police and Security Sciences. This agreement will open the door to implementing joint programs for advanced training and education in various police fields.

According to the statement, this bilateral agreement also allows for the exchange of expertise and practical experiences and the benefit of the specialized capabilities available to the Moroccan police and its counterpart in the General Command of Abu Dhabi Police, and their use in qualifying security personnel and building their capacities, in addition to enhancing joint cooperation in the field of postgraduate studies in police, security and legal sciences.

Operational security cooperation is the core of bilateral discussions between the Director General of National Security and Territorial Surveillance and the Commander-in-Chief of Abu Dhabi Police.

In conjunction with the signing of this bilateral agreement in the field of police training, the Director General of National Security and Territorial Surveillance held extensive bilateral talks with the Commander-in-Chief of Abu Dhabi Police, Major General Pilot Faris Khalaf Al Mazrouei, in which they discussed ways to develop joint cooperation in the security field, and expand its areas and forms, in line with the advanced level of distinguished relations between the Kingdom of Morocco and the United Arab Emirates.

In the context of this visit, the statement also stated that Mr. Abdellatif Hammouchi met with His Excellency Mr. Ali Obaid Al Dhaheri, Head of the National Intelligence Service of the United Arab Emirates, and discussed with him various issues of joint security work, including the security situation and emerging threats in the regional and international environment.

The Director General of National Security and Territorial Surveillance’s program also featured a visit to a number of new security facilities in the United Arab Emirates, including the “Safe City” facility of the Abu Dhabi Police, which is considered one of the pioneering technical projects in the use of artificial intelligence in the security and traffic fields, and which works to enhance the level of traffic safety management for drivers and road users according to advanced technologies that are considered the most recent in the world.

The Director General of National Security and Territorial Surveillance was also presented with practical simulation presentations on the latest technologies and technical solutions adopted by the General Command of Abu Dhabi Police in various security fields and specializations with a common dimension, including field visits to industrial establishments specialized in manufacturing security equipment and police work tools.

Multilateral security cooperation is the subject of discussions with Mr. Ahmed Nasser Al Raisi, President of the International Criminal Police Organization (INTERPOL).

On the sidelines of this visit, Mr. Abdellatif Hammouchi met with Dr. Ahmed Nasser Al Raisi, President of the International Criminal Police Organization (INTERPOL), and discussed with him the issues of comprehensive and multilateral security cooperation, in which the Kingdom of Morocco is a major player. They also reviewed various security risks and threats and the means to confront them from a collective perspective for a safer world.

The visit of the Director General of National Security and Territorial Surveillance of the UAE is the implementation of an integrated work program aimed at strengthening security partnerships.

This visit comes within the context of implementing an integrated work program outlined by the General Directorate of National Security and the General Directorate of Territorial Surveillance with the aim of developing international security cooperation mechanisms, and expanding the areas and levels of coordination and security partnerships with various security agencies in sister and friendly countries and in international organizations interested in security affairs.

It also reflects the common desire of both parties to advance joint security work between the two countries, with special importance given to police training and education, and good investment in human resources qualification, as the main gateway to modernizing police facilities and enabling them to overcome the challenges posed by emerging security threats.
