Hamas: An “immediate humanitarian truce” requested by the UN General Assembly

On its 21st day, the conflict between Israel and Hamas provoked a majority reaction from the United Nations General Assembly. On Friday, a non-binding resolution was adopted by a large majority, calling for an “immediate humanitarian truce”. The resolution received 120 votes in favor, 14 votes once morest and 45 abstentions among the 193 members of the UN.

This result highlighted a division among Western countries, particularly European countries. France voted in favor of the resolution, while Germany, Italy and the United Kingdom abstained. Austria and the United States voted once morest.

The resolution, drawn up by Jordan on behalf of a group of 22 Arab countries, calls for an immediate, lasting and sustained humanitarian truce, which should result in a cessation of hostilities. The previous version of the resolution called for an “immediate ceasefire.”

This conflict was triggered by the unprecedented attack by Hamas, a Palestinian Islamist movement, on October 7 on Israeli territory coming from the Gaza Strip. In retaliation, the Israeli army launched incessant bombings on the Gaza Strip, which is controlled by Hamas. In addition, it announced expanding its ground operations in the Gaza Strip.

The resolution, supported by nearly 50 countries, places strong emphasis on the humanitarian situation in Gaza, calling in particular for the “immediate” provision of water, food, fuel, electricity in sufficient quantities, as well as “unhindered” access to humanitarian aid.

The resolution also condemns “all acts of violence directed once morest Palestinian and Israeli civilians, including all acts of terrorism and indiscriminate attacks”, but it does not mention Hamas, which has drawn criticism from Israel and the United States.

A Canadian amendment condemning the Hamas terrorist attacks of October 7 and calling for the “immediate and unconditional release” of the hostages was rejected, despite support with 88 votes for, 55 once morest and 23 abstentions (two-thirds of the votes cast for be adopted).

According to Israeli authorities, the attack by Hamas commandos left more than 1,400 victims, mainly civilians, and 229 hostages, Israeli, binational or foreign, were kidnapped, although four women have been released to date.
