The summary
Pursuant to article 57 of the organic law of August 1, 2001 relating to finance laws, Charles Guené and Claude Raynal, special rapporteurs of the finance commission for the “Relations with local authorities” mission, carried out a budgetary control on the greening of State allocations to local authorities.
Faced with environmental challenges and an old and energy-intensive building stock, local authorities must, in the coming years, invest massively to make their ecological transition a success. In this context, the special rapporteurs wanted to carry out an initial assessment of the use of State grants allocated, in whole or in part, to the financing of projects in favor of ecological transition. The investigations carried out allow them to conclude that, if budgetary allocations are an essential tool for the ecological transition of communities, they cannot be a unique tool.
The financing of the ecological transition of local authorities must therefore be rethought with the priority of multi-year visibility, since these heavy investments can only be part of a long time frame. Urgent reflection must also be carried out on the other tools, accounting or tax, to be put in place in addition to budgetary allocations.
Efforts must also be made to ensure that investments do not relate solely to the thermal renovation of buildings, as there are also many investment needs in other areas.
Finally, a posteriori measures of the impact of the investments made must be put in place. It is in fact undesirable to commit several billion euros of public funds without being able to measure their effectiveness.
The special rapporteurs make 10 recommendations to improve the methods of financing the ecological transition of local authorities.
