THE special committee (pansus) for the right to inquiry into the implementation of the 2024 Hajj pilgrimage will dismantle the Pandora’s box of the transfer of Hajj quotas. Various findings by the DPR Supervisory Team (Timwas) in the implementation of the Hajj Pilgrimage carried out by the government this year are considered to be the tip of the iceberg of chaotic management of the Hajj pilgrimage.

“We hope that the Special Committee on Inquiry Rights can dismantle the Pandora’s box of the transfer of the Hajj quota, which according to the law should only be allowed to be used 8% for Plus Hajj, but instead the Ministry of Religion uses 50% for Special Hajj,” said member of the Special Committee on Inquiry into Hajj, Luluk Nur Hamidah, Wednesday (10/7).

According to Luluk, the Hajj monitoring team not only found indications of violations of the law regarding the transfer of Hajj quotas based on Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah in Article 64 paragraph 2, the special Hajj quota is set at only 8% of the Indonesian Hajj quota.

“Not only are there indications of violations of the law, but we also smell indications of corruption in the transfer of regular hajj quota to special hajj. There is information that we received that the transfer of regular hajj quota to special hajj by 50% is indicated as corruption. We will investigate and find out whether the information we received is true. We will summon the parties related to this later,” he said.

Regarding the transfer of the pilgrim quota for the plus hajj, Luluk assessed that this had harmed the values ​​of justice.

“There is a sense of justice that is ignored by the Government/Ministry of Religious Affairs from this quota transfer. Moreover, the queue of pilgrims is very long. Especially the queue of regular elderly pilgrims that we can prioritize through the additional quota of 20 thousand,” he explained.

Furthermore, the special committee on the hajj quota was also formed because the DPR found indications of additional quotas amid misuse by the government.

The DPR also highlighted the Armurzna service which has not changed due to an imperfect agreement, namely over capacity both tents and toilets.

The issue of accommodation and toilets is considered crucial considering the costs submitted by pilgrims for the implementation of the Hajj this year have increased to accommodate the additional pilgrims related to accommodation, catering, and transportation.

Therefore, said Luluk, the Hajj Inquiry Committee was formed to simultaneously evaluate existing policies and provide recommendations to improve the quality of hajj services as well as efficiency and transparency in the management of hajj funds.

“We want to build a Hajj ecosystem that is much better, transparent, comprehensive upstream and downstream, friendly to the elderly and women, and strengthen other dimensions that should also be strengthened,” said the member of the DPR who also serves on Commission VI of the DPR.

Luluk said that the implementation of the Hajj is not only a religious or worship event, but also an economic, trade, political and diplomatic event, even a cultural one.

“So we hope that later through the special committee, we can push for a roadmap for organizing the Hajj that is integrated, comprehensive, progressive and revolutionary”

Furthermore, the Hajj Inquiry Committee will submit a request to the DPR leadership to still be able to hold meetings during the recess period considering that the DPR will enter a recess in the near future. The DPR Inquiry Committee will also request information from related stakeholders.

“And input from all levels of society is very open, we will definitely accept it,” he said.
