Haitian Prime Minister Resignation and Political Turmoil Update: Gang Violence, State of Emergency, and Interim Government Situation

Public security in Haiti has seriously deteriorated in recent days. The government declared a state of emergency and implemented a curfew. More than 10,000 people have been displaced, and embassy personnel from many countries have also taken emergency flights to seek refuge. The Caribbean Community (CARICOM) announced on the evening of the 11th that Haitian Prime Minister Henry had submitted his resignation. A former drug trafficker revealed to foreign media that he hopes to become president and lead the interim government.

According to comprehensive foreign media reports, Caribbean Community Chairman Irfaan Ali said on the evening of the 11th that Haitian Prime Minister Henry has submitted his resignation and will step down following the Transitional Presidential Council is established and an interim prime minister is appointed. Henry’s adviser Jean Junior Joseph also confirmed the matter to CNN, emphasizing that Henry will continue to stay in his post until a new interim government is established. Before Henry’s resignation, Caribbean leaders held a meeting in Jamaica on the 11th to discuss issues related to the transition of Haiti’s regime.

The late Haitian President Jovenel Moise was assassinated in 2021, and Henry came to power without an election. He recently claimed that the situation was unsafe and postponed the presidential election originally scheduled for February 7, angering the local people. Protesters have continued to demand Henry’s resignation in recent months amid rampant gang violence and the country’s sluggish economy. Gang leader Jimmy Cherizier called on gangs to overthrow the regime at the end of February.

Guy Philippe, one of the leaders who helped launch the Haitian coup in 2004, recently told Reuters that Henry should step down. He also expressed his desire to become president and lead the interim government. Philippe served 6 years in the United States for drug trafficking and money laundering and was deported to Haiti in November 2023.

Philip clarified that he had no deep connections with the gang and was not the man behind the turmoil. But he revealed that he would seek amnesty for gang leaders once he takes power. The non-profit organization “InSight Crime” has pointed out that Philip’s return to Haiti may make this country full of violence and political instability even more unstable.

Henry visited Kenya last week to sign a police cooperation agreement. Militants took the opportunity to attack the largest prison in the Haitian capital Port-au-Prince, resulting in the deaths of many police officers and prison staff and the escape of regarding 3,500 prisoners. The Haitian government declared a state of emergency and implemented a curfew on the 3rd. Due to the siege of the airport by gangsters, Henry’s return flight was diverted to the U.S. territory of Puerto Rico and has not yet returned.
