On February 16, 2023, the People’s Committee of Hai An District (Hai Phong) issued a Notice on the results of the content examination reflecting the use of his university degree and secondary school diploma. Pham Van Toan – Head of District Internal Affairs.
According to this announcement, Mr. Pham Van Toan attended the extended long-term economic law class of Hanoi Law University (class 1992-1997) studying in Hai Phong.

Mr. Toan completed the study program consisting of 2 phases (with training records, 2 stages of learning results record).
He was considered and recognized by Hanoi Law University under Decision No. 26/QD-TN and granted a Law Degree No. A28536, No. 198-HPII, issued on January 6, 1997.
Pham Van Toan was granted by Hai Phong Department of Education and Training on July 15, 1995 (passed the results of the Secondary School Graduation Exam at the Examination Council: An Hai II , exam course: 05+06/06/1995).
Thus, according to the announcement of the People’s Committee of Hai An District, Mr. Pham Van Toan went to the extended long-term economic law class of Hanoi Law University (class 1992-1997) to study in Hai Phong when do not have a high school supplementary diploma.
After being granted a supplementary high school diploma in 1995, just 2 years later, Mr. Pham Van Toan had a Law University degree.
Previously, as reported, Mr. Pham Van Toan – Head of the Hai An District Home Affairs Department was suspected of using an illegal degree. Right following that, Hai An District People’s Committee established a working group to conduct verification.
It is known that Mr. Pham Van Toan (born in 1972) was appointed Head of the Interior Department of Hai An District in July 2022. Before being appointed Head of the Internal Affairs Department, Mr. Pham Van Toan was the Head of the Justice Department of this district.
