As Paulo Cappelli and Petrônio Viana do Metrópoles reported on 08/09, Haddad communicated the end of the US$ 50 exemption for international purchases following a decision by the National Council for Finance Policy (Confaz).
According to information released by the Metrópoles website, there will be a total tax rate of 34% on the value of products that cost less than US$ 50. In addition, it is said that this rate will include 17% ICMS . Consequently, the ordinance that came into force on August 1st, loses its effect.
However, today (10) the Ministry of Finance released a note that the information provided by Metrópoles was a misunderstanding. The following was said:
Regarding the information that the import tax exemption for purchases of up to US$50 will end, the Ministry of Finance clarifies that the National Council for Finance Policy (Confaz) defined the adoption, by all states, of the 17% tax rate ICMS on import operations via e-commerce, immediately payable, without any change in federal taxation.
At the same time, all the rules of the Federal Revenue’s Consignment Remittance program continue to apply, and negotiations continue, under the command of the ministry, regarding future adjustments to the federal rate.
