According to Gwangju City on the 4th, the city’s Urban Planning and Architecture Joint Committee is scheduled to deliberate on the agenda for designating and establishing district-level plans for complex facilities in Hwajeong-dong, Seo-gu, Gwangju on the 13th.
Gwangju Shinsegae decided to build ‘Shinsegae Art and Culture Park’ by combining the E-Mart site next to the current department store and the old model house site and applied for an urban management plan in November last year.

Gwangju City’s Urban Planning Committee agreed to the plan at the end of March with a total of nine conditions, including presenting a specific plan to utilize the existing department store, accepting donations for the underpass, and actively resolving civil complaints from surrounding areas, including the nearby Kumho World.
Gwangju City plans to submit a deliberation plan reflecting the company’s action plan following consultation with related departments such as roads, landscape, and transportation, and autonomous districts to the Urban Planning and Architecture Joint Committee.
There is a prevailing view that the agenda will be passed due to the delay, such as the resolution of controversies related to the opening of nearby roads, and the decision to pursue win-win discussions between the three-party council, including Gwangju City, Shinsegae, and Kumho World Management Group.
Depending on the results of deliberation, there is a possibility that the agenda may be rejected or passed conditionally.
If the agenda is approved, the department store expansion and relocation will virtually complete the district-level plan change process and move on to traffic impact assessment and architecture and landscape deliberation.

Coincidentally, the submission date for the third-party public offering for a private developer for the Eodeungsan tourist complex development project, which Shinsegae Property has selected as the Starfield site, is also on the 13th.
A third-party public offering is a method of selecting excellent developers by reviewing the suitability of the company initially willing to invest and then giving other businesses the opportunity to propose business and evaluating them.
This public offering gained momentum in September last year when Shinsegae Property proposed a business plan to build Starfield in Eodeungsan Mountain by investing 1.3 trillion won following Gwangju Mayor Kang Ki-jeong’s announcement to the public regarding the direction of the Gwangju shopping mall complex.
However, the city decided not to give additional points to Shinsegae Property, the original project proponent.
The biggest concern is whether companies other than Shinsegae Property will apply.
Gwangju City plans to review the business plan and decide whether to select the preferred bidder if the application is closed as a single application.
