Guinea: the monitoring and evaluation committee for the implementation of the transition timetable created

In a decree read on national television this Thursday, February 09, 2023, the president of the transition created the monitoring and evaluation committee for the implementation of the transition timetable. Mamadi Doumbouya at the same time set the attributions, mission and functioning of the said committee.

Article 1: under the authority of the Prime Minister Head of Government, a committee called the monitoring and evaluation committee for the implementation of the transition schedule is created.

Articles 2: the monitoring and evaluation committee for the implementation of the transition schedule is responsible for monitoring, guiding and evaluating the implementation of the transition schedule and political reforms in Guinea.

Articles 3: the monitoring and evaluation committee of the implementation of the transition timetable includes the steering committee and the technical committee.

Articles 4: the steering committee is responsible for ensuring the implementation of activities relating to the timetable for the transition and institutional policy reform.

As such, he is responsible for defining the political and strategic guidelines relating to the methodology for monitoring the implementation of the transition timetable and reporting on his activities to the Prime Minister Head of Government.

Articles 5: the steering committee is composed as follows:

Chairman: the Minister of Territorial Administration and Decentralization.
Member:
the Minister of Justice and Human Rights, the Minister of Foreign Affairs and Guineans Living Abroad, the Minister of Economy and Finance, the Minister of the Budget and International Cooperation, the Minister of Information and Communication, a representative of the CNT, the director of cabinet of the Primature. The Minister of Information and Communication is responsible for the secretariat of the steering committee.

Articles 6: the steering committee meets at least once a month if necessary or when convened by its chairman.

Articles 7: the representatives of the following organizations are invited to take part in the work of the steering committee as observers: the representatives of the following organizations:

The Economic Community of West African States (ECOWAS), the African Union (AU) and G5 member countries Guinea.

Articles 8: the technical committee is placed under the authority of the steering committee. It is responsible for measuring the progress made in the implementation of activities related to institutional political reforms and the transition schedule. Design a methodology and computerized tools for monitoring the activities of the transition schedule. Report regularly on its activities to the steering committee. Carry out any other activity related to its attributions at the request of the steering committee.

Articles 9: the technical committee is composed as follows:

Chairman: the Secretary General of the Ministry of Territorial Administration and Decentralization.

Member:
The legal adviser of the Ministry of Territorial Administration and Decentralization, the Director of Political Affairs and Electoral Administration of the Ministry of Territorial Administration and Decentralization, the Director General of Territorial Administration, a representative of the Ministry of Justice and Human Rights, a representative of the Ministry of Foreign Affairs and Guineans Living Abroad, two representatives of the National Council for the Transition, a representative of the Prime Minister.

Articles 10: the technical committee meets once a week when convened by its president. The secretariat of the technical committee is provided by the director of political affairs and electoral administration.

Article 11: the following organizations are invited to take part in the work of the technical committee as observers: the Economic Community of West African States (ECOWAS), the African Union (AU) and the countries G5 Guinea members

Articles 12: the operating costs of the monitoring and evaluation committee for the implementation of the transition schedule are chargeable to the budget for the return to constitutional order
