Muslim and Christian religious leaders took part, this Tuesday, May 30, 2023, in the constitutional orientation debate. On this occasion, they made proposals within the framework of the drafting of the new Guinean Constitution.

The religious leaders propose the dismissal of any President of the Republic who tries to run for a 3rd term. They want the secularism of the state to be maintained among the constitutional intangibilities.

“On the institutional intangibilities, it is necessary to establish the impossibility of the benefit of the modification of the constitution to its initiator, but also to impose political sanctions against the constitutional change which can be of impeachment or a procedure of dismissal and a procedure allowing legislative power to remove senior officials.

For the executive power, the form of power must be two-headed, with a Prime Minister to avoid making the President of the Republic too powerful. Consequently, the Prime Minister must come from the majority party and answer to the National Assembly,” said Monsignor Vincent Koulibaly.

For Imam Mansour Fadiga, the sources and references of the next Constitution must come from customs, mores or other legal foundations adapted to the values of Guinean citizens. “Any attack on faith, rites, religious belief, symbols, signs, sacred books and all other fundamentals of worship and interference with the free exercise of worship, mosques and churches must be punished by the Constitution . Scholars are the only ones authorized to pronounce on the great religious questions or the religious events which must be scrutinized according to the precepts of the cult. Nobody else has the right to decide on it without the opinion of the Ulemas or the Bishops. The Constitution must prohibit the promulgation of laws contrary to religious constants”.

On the question of marriage, the imam decides: “Marriage between a man and a woman constitutes the only natural foundation of life in Guinea. Recognition of marriage certificates drawn up in Mosques and Churches is the religious method of sharing inheritance”. He adds that it will be necessary to create and institutionalize “an independent and apolitical Inter-religious High Council” which will be composed of two bodies, one of which will deal with Islamic questions and the second with Christian questions.
