Guillermo Ferraro, a prominent figure in Argentine infrastructure development, passed away on Wednesday at the age of 69.
His career was marked by an impressive breadth of experience, encompassing both the public and private sectors. A respected public accountant, Ferraro held a PhD in Economic Sciences and a postgraduate degree in Systems Engineering from the University of Buenos Aires (UBA).
Ferraro began his political journey within the Justice Party (PJ), aligned with Antonio Cafiero. During Eduardo Duhalde’s presidency, he held a key position within Nación Servicios, contributing to the public sector’s development agenda.
Following his time in government, Ferraro transitioned to the private sector, serving as director of Banco de Entre Ríos from 2003 to 2005 and Banco Bisel from 2003 to 2007.
From 2010 until April 2023, Ferraro served as director of infrastructure and government for the Argentinian branch of KPMG, a global professional services firm. In this role, he was instrumental in several high-profile infrastructure projects, including the Aconcagua Rail Tunnel, the Chivedo Hydroelectric Power Plant, the Ushuaia Cargo Port, and the Public-Private Participation Model for Road Corridors.
Ferraro’s work at KPMG also led him to cross paths with future allies. While collaborating on a project at Corporación América, he met Javier Milei, who was then the company’s chief economist, and Nicolás Posse.
From 2019 to 2021, Ferraro took on the leadership role at Manhattan S.A.
His prolific career drew to a close earlier this year, but Ferraro’s lasting impact on Argentina‘s infrastructure landscape is undeniable.
In December 2023, Ferraro accepted a position as Infrastructure Minister in the newly formed government. His tenure proved brief, as he was dismissed by then Chief of Staff Nicolás Posse in January. Despite his short time in the role, Ferraro was respected by colleagues and by Milei himself, who reached out to him on multiple occasions after his dismissal. Ferraro formally resigned in March.
