Last week, the House of Representatives session witnessed the approval of the President of the Arab Republic of Egypt’s Resolution No. 51 of 2024 approving the sixth amendment to the “Grant Assistance Agreement on Improving Health Outcomes for Targeted Groups” between the Government of Egypt and the United States Agency for International Development.

The joint committee report from the Health Affairs Committee and the offices of the Economic Affairs and Foreign Relations Committees indicated that family planning and reproductive health programs receive the attention of the state in implementation of Article (41) of the Constitution, which stipulates that the state is obligated to implement a population program aimed at achieving a balance between the rates of Population growth, available resources, education on investing in human energy, and improving its characteristics, within the framework of achieving sustainable development, and based on the Egyptian government’s keenness to advance the family system, reproductive health, and the National Population Strategy 2015/2020, it approved the grant assistance agreement between the Arab Republic of Egypt and the Agency. USAID, regarding improving health outcomes for the target group signed in Cairo and approved by the Council at its session held on 7/3/2018, which aims to support Egypt’s current family planning and reproductive health program, to make it more effective and sustainable, by improving the quality of family planning services. And reproductive health, as well as the activity to support the family planning program in Egypt, to make it more efficient and sustainable as well, and the demographic and health morning activity in Egypt 2018, which will work to collect, analyze and publish high-quality data on health and population, representing the current conditions compared to global conditions.

The sixth amendment aims to support Egypt’s family planning program (the first and second phases), in addition to supporting the state’s efforts to confront the emergency response to the Corona virus (the fourth phase), and to support family planning (the fifth phase), including the establishment of an electronic program for registering beneficiaries (HMIS) and a number management chain. and supply (LAMIS), in addition to improving the quality of service and raising the capabilities of service providers, providing family planning services following childbirth and abortion, activating task sharing for nurses in the field of family planning and improving their capabilities, maximizing the role of the private sector in providing family planning services, and continuing the availability of family planning using… The strategic path departments for reproductive health security, equipping and developing training centers, disseminating health messages and raising the capabilities of human cadres, preparing a behavior change approach based on the practices and obstacles facing service providers, identifying needs and interventions in slum areas, and identifying mobile clinics.

The committee’s report indicated that, in continuation of the efforts made to improve the health system, the Sixth Amendment to the Grant Assistance Agreement on Improving Health Outcomes for Targeted Groups was signed between the Arab Republic of Egypt and the United States Agency for International Development, which aims to add an amount of (15) million US dollars to the grant amount. Assistance so that the total amount of the American side’s contribution to the project becomes (77,189) million dollars, with the aim of focusing on activities in the field of health and population to strengthen the current family planning and reproductive health program to make it more effective and sustainable through the quality of supported family planning and reproductive health services, and improving selected healthy habits, And increasing the rates of planning, decision-making and policy formulation.

The parliamentary report indicated that the joint committee found that the submitted amendment aims to add an amount of 15 million US dollars as an additional contribution to the assistance grant agreement on improving health outcomes for target groups, which contributes significantly to supporting Egypt’s family planning program, phases one and two, in addition to supporting The state’s efforts to confront the emergency response to the Coronavirus (the fourth phase), and to support the Osra Family Planning Program (the fifth phase), including new activities, the most important of which is the establishment of an electronic program for registering beneficiaries (HMIS) and the supply and supply management chain (LAMIS), in addition to improving the quality of service and raising The capabilities of service providers, providing family planning services following childbirth and abortion, activating the sharing of tasks for nurses in the field of family planning and improving their capabilities, maximizing the role of the private sector in providing family planning services, continuing the availability of family planning using the tools of the safe strategic path for reproductive health, and equipping and developing training centers. The House of Representatives Health Affairs Committee, headed by Dr. Ashraf Hatem, recommended that the government provide the House of Representatives with what was implemented during the last period, including the use of the total grant amount of $77 million, especially since the grant is related to developing the Egyptian family and confronting the population increase, stressing the importance of the agreement as a grant that helps In supporting the family planning program, promoting reproductive health, and supporting the state’s efforts to confront population increase.
