With the aim of promoting transparency in all activities of the Regional Government, the president of the Regional Council and governor of Ñuble, Óscar Crisóstomo, proposed that all initiatives and projects, regardless of their amount, be submitted to analysis and voting both in the respective committees, as well as in the plenary session of the Regional Council.

The measure, which had previously been proposed by councilors Cristian Quilodrán (ind.) and Rodrigo Denmark (RN), was voted and approved in this last instance, and seeks to strengthen confidence both in the political and citizen spheres, by ensure a more open and participatory decision-making process at the regional level, especially following the procedures carried out by the Public Ministry in the GORE, within the framework of the Agreements case (ProCultura edge).

“This is a measure that we announced in November 2023, and that is consistent with the principle of transparency that guides our actions. In accordance with this, we have decided that all public and private programs, regardless of their amount, that enter the Regional Council, be subjected to evaluation and subsequent voting, as a way to reinforce the joint work with our counselors, and the role supervisor of this collegiate body,” said the governor, Óscar Crisóstomo.

At the same time, he said, “this allows citizens to immediately know the portfolio of projects to which regional resources are being allocated, in addition to requesting their provincial representatives to prioritize initiatives that directly benefit their territories. This is a measure that is already implemented, and in each session of the Council there are evaluations, knowledge gatherings and votes,” said the regional authority.

“Excellent measure”

From the CORE, counselor Rodrigo Denmark stated that “the governor’s decision to pass to the Council from now on all projects that are below 7 thousand UTM ($445 million) is very good, as it will give him the possibility to be able to agree on the projects with the Council. However, it is like putting a patch on the wound, because we already have problems before the courts, there are problems with direct assignments that have to do with the little transparency and little planning that the Executive of this regional government has had with respect to work. with the council. I believe that it is never too late, but just as today we are being given this power, which until now we did not have due to problems with Law 19,175, which gives the governor powers to decide amounts that are below 7 thousand UTM without going through the council; “This is arriving late in relation to all the problems of foundations and agreements with direct allocation foundations that did not go through the CORE, also including the FIC funds, which are funds for innovation and competitiveness,” he stated.

Denmark added that this issue “should have been reviewed by the deputies, but they never had the will to do so in terms of the law, which takes away our powers, takes away our attributions. “I think the Council accepts the faculty, but does not accept the responsibilities that we have in all past direct assignments,” she stated.

Meanwhile, the independent councilor, Cristian Quilodrán, said that he finds the decision of the governor and the Regional Council to pass all the initiatives under the 7 thousand UTM for the approval of the CORE “excellent.” It is important to specify that the law empowers the governor to directly approve initiatives under the 7 thousand UTM. He, by deciding together with the council to pass these initiatives for approval, does not exempt him from the responsibility of approval. What he is doing, and he committed to us, is respecting the will of the council regarding the initiatives under the 7 thousand UTM. But I repeat, the main responsibility is his, we are going to give him our point of view by approving or rejecting the different initiatives,” he stated.

Quilodrán added that “as a regional advisor mandated to supervise the governor and his entire work team, it seems to me that this is an excellent measure that moves strongly in the right direction in terms of transparency and oversight. I hope we continue to have more initiatives like this, more goodwill, more proactivity and more firmness within the council to be able to act accordingly,” he stated.
