Governor of Luanda sees joint work as the solution to delinquency in the Rasta neighborhood – Jornal OPaís

Within the scope of the “Governing Together” program of the Government of the Province of Luanda (GPL), the highest representative of this provincial cycle urged the collaboration of the residents of Kilamba Kiaxi to solve the problem of delinquency

The governor of Luanda, Manuel Homem, said yesterday, in the Rasta neighborhood, Kilamba Kiaxi municipality, that his work team chose to count on the cooperation of the residents of that area to put an end to crime. “Despite the investment and reinforcement, in the area of ​​public security, the criminals are our children, cousins, nephews and neighbors. Therefore, we want to count on the collaboration of the community.

So, we must all come together as a family, talk and find room for maneuver to place young people involved in the world of crime in community work”, declared the government official. As he said, this is the feeling that every government official must express with the concern of being close to the citizens and effectively solving the population’s problems, with the population itself.

Manuel Homem, for whom the governor cannot have eyes for everything, said that the “Governing Together” program appears precisely to restore the confidence of citizens in participating in the identification of problems and selection of solutions or alternatives. The leader recalled that his stay in the municipality of Kilamba Kiaxi, more specifically in the Rasta neighborhood, was nothing new, because, throughout his mandate, he visited this municipality of Luanda, holding some meetings with various local civil society groups, as that every time he visited the suburb he left with some recommendations.

Because of this, the governor sees no difficulty in the Rasta community’s willingness to get involved in participating in problems and identifying solutions. Returning to the issue of delinquency, Manuel Homem spoke regarding a concern expressed by residents of the Rasta neighborhood, because of which he called for sensitivity in the way the Police worked.

At the time, the residents asked the governor to help improve the working conditions of public order agents, so that they would perform better. “We actually set up a police station. And, today, it can be said that we have fulfilled it and will make it available to the community. We are aware that others are needed and we will work to ensure that there are,” he guaranteed.

Water in three months

Governor Manuel Homem also highlighted the request to solve the lack of water, a problem that, according to him, appeared to belong to the Rasta neighborhood, but which, following all, was extended to other areas of the municipality. “Right away, we started a program to find concrete solutions, so that water might be distributed throughout all neighborhoods.

We approached the bodies that have responsibilities in the matter, we programmed, at the LPG level, because we understood that it didn’t make sense that the Rasta neighborhood, five kilometers from the center of Luanda, did not have piped drinking water”, he explained, highlighting that for him and it was very difficult for his team to understand that. Because of this, he considered that his return to the aforementioned neighborhood was only worth it if it were to bring concrete solutions to the problems that the residents had exposed to him.

“And as we mightn’t solve everything, because financial conditions didn’t allow us much, we thought it would be good to respond to specific problems raised in the Rasta neighborhood, where we placed a mother and child center and planned the placement of access points for drinking water, before of the vital liquid gushing from household taps”, he explained.

Still on the implementation of the water project, in the Rasta neighborhood, he informed that the alternative presented required joint work with the Ministry of Energy and Water, which helped to program visits by technicians from the Luanda Provincial Water Company (EPAL ), to carry out all possible surveys, to expand the domestic water access network. “We are currently working in this direction.

The Rasta neighborhood needs, to reinforce its water capacity, a better collection center and this responsibility was assumed by the Ministry, which, at the moment, is looking at the possibility of the Golfe collection center, in order to have more capacity, new pumps and, with that, we have greater capacity”, detailed the governor. Considering that the time to implement the final solution is still very long, he proposed the challenge of water access points, in sectors 19, 20 and 21.

“I purposely left sector 22, which can only benefit from the precious liquid from the urbanization of Nova Vida or Maianga. But our technicians have already decided to open the road on Avenida 21 de Janeiro and Pedro de Castro Van-Dúnen Loy, so that, within three months, the access points will be able to flow water captured from Nova Vida”, he revealed.

There is no shortage of garbage containers

Regarding the garbage problem, Manuel Homem made it clear that he cannot admit that, due to the volume of investment made in the Luanda Cleaning and Sanitation Company (ELISAL), he is hearing that, in the area visited, there is the Catinton ditch with so much garbage . “Because the company has technical resources and other skills and it is our responsibility to resolve it, but I ask that the population helps us to keep them with less waste, because the residents are the ones who put this waste in the ditch”. Finally, he guaranteed that there can be no excuses for a lack of containers, because he himself delivered another 500 containers to ELISAL.
