“Government struggles to advance on labor reform and cannabis regulation in Congress”

He Government did not close the week as expected in Congress. This was evident this Wednesday following two key legislative initiatives for the Casa de Nariño they were postponed once more, only 24 hours following they both stalled for lack of quorum.

It’s regarding the labour reform and the draft legislative act with which it seeks regularize the trade in cannabis for adult use in the country. Both initiatives were expected to advance in their procedures, but they did not achieve that objective and they would have to wait until Monday.

The first case was registered in the Seventh Committee of the House of Representativeswhere the Government hoped that the debate would begin, but given the absenteeism of congressmen from parties such as the Conservative, Democratic Center and Radical Changethe discussion had to be postponed.

the day of discussion had been scheduled for 9:00 in the morningbut an hour later the register was opened at the Commission and the minimum number of congressmen was not met to be able to start the session, scenario that also happened in the Tuesday session.

This new setback occurred while La U, headed by Dilian Francisca Toroannounced that it will not support this reform arguing that they have “serious concerns regarding aspects that may affect small and medium-sized enterprises, which generate regarding 90% of employment in the country”.

From the ruling party, the representative Martha Alfonso, from the Green Alliance, questioned that absenteeism cannot be used as a political pressure mechanism and pointed out that the reforms must be discussed with arguments “for which we have been chosen and for which we are paid”.

In the case of the project regularization of cannabis for adult use, the debate had a contrast for the interests of the Government, since despite the fact that the proposal of file it in the First Committee of the Senatewith 10 votes once morest to 6 in favor, the initiative was not voted and the decision was left for Monday.

This decision to postpone the vote was taken with 13 votes in favor and only 4 once morestfollowing what the possible illegality of the vote was questioned of the newcomer Julio César Estrada, who replaced Roy Barreras, for which he proposed defer discussion until clear on the matter.

Voices opposed to the initiative, such as that of Senator Jota Pe Hernández, from the Green Alliance, pointed out that it would be a “little play” of the ruling party to ensure not only the vote of Estrada, but also that of Humberto de la Calle, absent because he participates in an event in Spain.

Although this project did not go under, it is at risk of doing so because it has to be approved in its 8 debates before June 20. In this sense, time is pressing, since its promoters expect a vote on Monday and the week of June 13 have your last debate.

in that same Commission, the case of the Agrarian and Rural Jurisdiction was differentsince the project that creates it advanced in seventh debate, for what will happen to be discussed in the plenary session of the Senate in its last debate, so its approval is almost a fact.
