In its 2023 version, the distinction was received by the former president of the ANEF and posthumously by the founders of the CUT, María Rozas Velásquez and Moisés Labraña.
Santiago. 29/04/2023. The President of the Republic, Gabriel Boric, together with the Minister of Labor and Social Welfare, Jeannette Jara, recognized this Friday union leaders who have had an outstanding career in defending the rights of workers, who have been awarded the “Manuel Bustos Huerta Award”, in memory of the late union leader.
In an act held in the Patio de las Camellias of the Palacio de La Moneda, both authorities awarded the aforementioned distinction, in its 2023 version, to Raúl de la Puente and, posthumously, to María Rosas Velásquez and Moisés Labraña.
“We have a robust labor agenda, but you are the ones who continue to push it and keep pushing the barriers of what is possible, just as you have done throughout the history of union organizations,” said President Gabriel Boric. “I want to give you all our thanks, congratulations, respect and pride because you build the Homeland,” he added.
Minister Jeannette Jara valued the delivery of this award and pointed out that “as part of the essence of our government is aimed at building decent work, it has seemed very pertinent to us, in the context of this May 1, to comply with the law in force and that we recognize those who have had a long career, many times silent, many times sacrificed, and which, on many occasions, has also cost them their lives: the union leaders of Chile”.
Raúl de la Puente, a professor of biology and science at the University of Chile, worked in the Ministry of Education. He was head of the Association of Officials of that portfolio for seven years and, in addition, he presided over the National Association of Fiscal Employees (ANEF) for 20 years.
For her part, María Rozas, a professor of basic education at the University of Chile, was the leader of the Chilean Teachers Association, among other organizations. In addition, she was one of the founders of the Central Unitaria de Trabajadores (CUT), where she came to occupy the vice-presidency and the general secretary. Between 1998 and 2002 she was a deputy for the Christian Democrats, replacing the late Manuel Bustos. She passed away on May 6, 2011.
Moisés Labraña, a member of the Communist Party (PC), was the national leader of the Chilean Mining Confederation, from where he worked hard for the unity of the working class and the recomposition of the social fabric, particularly of the workers, during the military dictatorship. He was also part of the PC’s internal management team, being in charge of the National Union Commission for various periods, as well as a member of the Central Committee. He is one of the founders of the Central Unitaria de Trabajadores, also reaching the leadership. He passed away on August 6, 2021.
To determine who obtained the recognition of the “Manuel Bustos Huerta Award”, a Special Council for the Selection of Union Leader(s) 2023 was established, made up of the Minister of Labor and Social Welfare, Jeannette Jara; the president of the Labor Commission of the Chamber of Deputies, Juan Santana; the Undersecretary of Labor, Giorgio Boccardo; and the Director of Labor, Pablo Zenteno. In addition, it is also made up of representatives of the labor sector, such as Horacio Fuentes González, from the Central Unitaria de Trabajadores; Cyntia Segovia, from the Autonomous Central of Workers; and Claudio Sánchez Pino, Central de Trabajadores de Chile.
