Moscow. September 22nd. INTERFAX.RU – Restrictions on the export of motor gasoline and diesel fuel were introduced in a timely manner and are aimed at stabilizing the market; this measure is not related to fears of a social explosion in Russia, presidential press secretary Dmitry Peskov told reporters.

“The government took the necessary measures in a timely manner. How long will they last? As long as it takes to ensure stability in the market,” Peskov emphasized.

When asked if this decision was related to fears of a social explosion in the country amid rising fuel prices, Peskov said: “What does social explosion have to do with it? There are no social explosions, nothing. These are all very exaggerated formulations. This is the usual work of the government – ensure the stability of the fuel market,” adding that “the government is fulfilling its functions.”

“The fuel market is quite unstable everywhere,” Peskov noted. – But there were certain problems here too, everything was clear. It was necessary to regulate this market once morest the background of harvesting work, all agricultural processes, and once morest the background of ordinary consumers – not only the wholesale, but also the retail market.”

The government imposed a ban on the export of gasoline and diesel fuel starting September 21. Contrary to market rumors, the ban was introduced for everyone; the only exceptions were exports to the EAEU countries according to indicative balances or protocols provided for by intergovernmental agreements, etc.

First Deputy Minister of Energy Pavel Sorokin said that the ban on the export of gasoline and diesel fuel was introduced indefinitely, and its duration will depend on the results and saturation of the market. He recalled that this measure is aimed at stopping the “gray export” of petroleum products and saturating the domestic market. According to Sorokin, unscrupulous market participants exported quite a “substantial volume” of fuel, and the Ministry of Energy expects that the measure will even create a surplus of fuel.
