The government has announced that it will recruit an Administrative Officer (AO), an Administrative Officer II (EOII), an Assistant Trade Officer II (ATOII) and a Transport Officer II (TOII) in September. With starting salaries of $55,995 and $31,750 respectively, AO and EO are among the most competitive government jobs. The following refers to the recruitment conditions of last year, and integrates the entry requirements, application process, labor and responsibilities of AO, EO, Assistant Trade Officer II and Transportation Officer II, so that those who are interested in taking the test can prepare in advance.

Administrative Officer (AO)

Administrative Officers are professional public administrators who are regularly deployed to different policy bureaux and departments. Their duties include participating in policy formulation, resource allocation, implementation of major government programmes, and promotion of Hong Kong in the Mainland and overseas.

Salary:

$57,395-112,925 per month (MPS 27-44)

Entry conditions:

  • Hold a first-class/second-class honours degree from any university in Hong Kong, or a bachelor’s degree or above, or equivalent

  • A pass in the General Recruitment Examination (CRE) Aptitude Test Paper

  • Level 2 results in two language papers (Use of Chinese and Use of English) of the Common Recruitment Examination (CRE), or equivalent

  • A pass in the Basic Law Test (BLT) (degree or professional grades)

  • Have lived in Hong Kong for at least seven years at the time of appointment and must be a permanent resident of the Hong Kong Special Administrative Region

Executive Officer II (EOII)

Administrative directors are professional managers responsible for resource and system management. Executive Officers work in various bureaux or government departments to provide a wide range of administrative support, mainly including human resources management, departmental administration, general administrative support, district administration and committee and council support services, administrative and policy support, programme management, regulatory responsibilities and complaints management, financial resource management, event coordination, and system/program planning and development.

Salary:

$32,545-57,395 per month (MPS 15-27)

Entry conditions:

  • Hold a bachelor’s degree from any university in Hong Kong, or equivalent

  • A pass in the General Recruitment Examination (CRE) Aptitude Test Paper

  • Level 2 results in two language papers (Use of Chinese and Use of English) of the Common Recruitment Examination (CRE), or equivalent

  • Pass in the Basic Law Test (BLT) (degree or professional grades)

Assistant Trade Officer II (ATOII)

The main duties of Assistant Trade Officer II are to be responsible for researching and analysing information on industrial and commercial and innovative technology matters; assisting in the management of industrial and commercial visa control matters; assisting in the design and development of computer systems related to visa trade control measures and industrial information; assisting in the implementation of small and medium-sized enterprises, Funding schemes such as the Innovation and Technology and CreateSmart Initiative and provide related industry support; and assist in the internal affairs of government-funded technology support organisations. They may be required to attend meetings in Hong Kong, the Mainland or overseas; or arrange visits; or assist in trade negotiations; or be appointed as committee secretaries.

Salary:

$30,990-57,395 per month (MPS 14-27 points)

Entry conditions:

  • Hold a bachelor’s degree from any university in Hong Kong, or equivalent

Transportation Officer II (TOII)

Transport Officer II is primarily responsible for the following duties and may be required to work irregular hours and perform outdoor duties, shift work and “on call” duties:

  • Manage, monitor, analyse and review the operation of public transport services, bridges/tunnels and parking meters/car park facilities, rehabus services and driving training services

  • Collect, update, evaluate and analyze all operational/financial data to study how to determine fares for public transport services, plan transport services for persons with disabilities, and set up parking meters and car park facilities

  • Manage various road traffic arrangements and traffic management programmes and evaluate the efficiency of new traffic control and management techniques

  • Handle traffic and transport emergencies and be on duty at the Emergency Traffic Coordination Centre

  • To formulate/coordinate tenders for public transport and management services for which the department is responsible, and to evaluate tenders received

  • To study whether the evidence collected is admissible/sufficient in relation to violations of the Road Traffic Ordinance and its subsidiary regulations enforced by the department, and to recommend prosecution actions to be taken; and to prepare summonses and appear in court as prosecutors

$30,990-57,395 per month (MPS 14-27 points)

Entry conditions:

  • Hold a bachelor’s degree in Transport, Town Planning, Urban Planning, Economics, Civil Engineering, Environment, Business, Public Administration, Geography or Sociology from a university in Hong Kong, or equivalent ( Applicants holding a bachelor’s degree in Geography or Sociology should have at least one quarter of the subjects studied or credits obtained in order to be eligible for entry;or Possess full membership of the Hong Kong Institute of Transport and Logistics (applicants who are admitted by virtue of this qualification will have an entry salary at point 13 of the Master Pay Scale, i.e. HK$28,780 per month)

  • A pass in the General Recruitment Examination (CRE) Aptitude Test Paper

  • Level 2 results in two language papers (Use of Chinese and Use of English) of the Common Recruitment Examination (CRE), or equivalent

  • Pass in the Basic Law Test (BLT) (degree or professional grades)

Applicants for the above 4 positions must achieve the specified results in the Common Recruitment Examination (CRE) and the Basic Law and Hong Kong National Security Law test (degree or professional grades).

The CRE and the Basic Law and Hong Kong National Security Law test will be held in Hong Kong and tentatively scheduled to be held in Beijing and six overseas cities:

Administrative Officer/Administration Officer/Trade Officer/Transport Officer Joint Recruitment Examination (JRE)

After reaching the required results in the CRE and the Basic Law and Hong Kong National Security Law test (degree or professional grades), eligible applicants are required to sit for the Joint Recruitment Examination (JRE). Two topics. The two questions are a case question and a social or policy issue in Hong Kong. When answering the question, candidates should refer to the background information provided by the case, analyze and answer as required.

Some people believe that Hong Kong is known as a “food paradise” and has the conditions to promote the development of the “Da Pai Stall” culture. Therefore, it is suggested that the government should find suitable locations in the urban area to develop new “Da Pai Stall” stalls. In fact, there are many similar successful experiences in neighboring areas. Please analyse the pros and cons of the above suggestions, indicate whether you support or oppose the suggestions, and provide reasons for your position. If yes, please make suggestions to ensure that the plan can effectively achieve its policy objectives; if yes, please suggest other measures to promote Hong Kong as a “food paradise”.

AO, EO selection interview

After qualified candidates pass the Joint Recruitment Examination (JRE), a selection interview is required. The interview of the Executive Officer AO will be conducted in Cantonese and English. The first round of interviews will be individual interviews conducted by 3 members of the selection committee and will take regarding 30 minutes. The second and third rounds of interviews are usually held in the morning and followingnoon of the same day, with group discussions in groups of regarding 6 to 8 people, and individual interviews with 3 to 5 examiners.

There is only one round of interviews for the Executive Officer II (EOII), with 3 examiners conducting individual interviews, which takes regarding 30 minutes. Candidates for Assistant Trade Officer II (ATOII) and Transport Officer II (TOII) are also required to interview following passing the Joint Recruitment Examination (JRE).
