The government and grain exporters welcomed Friday the unrestricted authorization by ANSES of the insecticide phosphine, used in direct fumigation of grain shipments, raising concerns regarding exports to Africa. “The government welcomes this decision which will allow, as in other European countries, the continuation of cereal exports under the conditions requested by the countries of destination,” he said in a statement on Friday.
A restriction of use that had caused panic among exporters
The restriction on the use of this insecticide, which was to come into force on April 25, had caused panic among French exporters, who feared that they would no longer be able to export their wheat, barley and other cereals to their main customers in Africa. As requested by the government, the Health Security Agency once more authorized it fully on Thursday, under a European regulation allowing exports outside the European Union if the importing country “requires or accepts” fumigation by direct contact with the grains, “in order to prevent the introduction of harmful organisms”.
“We welcome the decision of ANSES to comply with European regulations, and to authorize the use of tablets (of aluminum phosphide) in direct contact”, reacted to AFP Christelle Tailhardat, secretary general. of the French exporters’ union Synacomex. This decision “will allow the French cereal industry to continue to serve its customers”, and will avoid any “distortion of competition in Europe”, she added.
According to her, the discussions raised questions regarding the limits of the prerogatives of ANSES, because although the goods are handled by French operators, “it is already cleared by customs when the boats are fumigated”.
