Asunción, IP Agency.- Officials from the Ministries of Public Works (MOPC) and Economy and Finance (MEF) advanced in the analysis processes of the Bases and Conditions of the project to expand and improve Route PY01 in the Cuatro Mojones – Quiindy section.
The technicians verified financial and bankability aspects of the project to adjust the bidding process to the guidelines of the new Regulatory Decree No. 1467/2024 “of the Public-Private Participation Law (PPP)”.
The analysis has the support of the Spanish consultant Andrés Rebollo, a recognized expert in Public Private Participation projects with more than 20 years of experience in this field, who also contributed his ideas during the meeting.
In this way, it is intended to have a Document of Bases and Conditions agreed upon at the Government level, in order to launch, as soon as possible, the call for those interested in participating in the bidding process for this project.
The project contemplates the expansion and improvement of Route PY01, from Cuatro Mojones to the city of Quiindy. Five road consortiums have already pre-qualified to participate in the tender: Desarrollo Vial al Sur (Sacyr Concesiones SL and Ocho A SA); Mercosur Routes (Tecnoedil SA, Alya Constructora SA, Construpar SA and Semisa Infraestructura SA); AG – Tocsa (AG Construções e Serviços SA and Tocsa SA); Rutas del Sur (Cointer Concesiones SL, Azvi SAU and Constructora Heiseke SA); and Rutas del Sur (Acciona Concesiones SL, Rovella Carranza SA and Concret Mix SA), thus involving a total of 14 firms, including from Brazil and Spain.
