The daily life of citizens and businesses improves and contact with the public administration becomes simpler, friendlier and with less bureaucracy. We know we still have a way to go, but nothing changes overnight. Artificial Intelligence is already part of the Greek public sector with two digital assistants, mAigov and mAiGreece.

Gov.gr is enriched daily with new services, applications such as MyCoast are changing the data, Gov.gr Wallet will soon, in addition to new documents, acquire a new feature: the provision of consent for the completion of procedures. All this makes up a digital state that wins the trust of its citizens every day. We utilize technology, we take advantage of every financial tool such as the Recovery Fund, we cooperate with all ministries, we implement important projects and reforms. A more efficient and digital Greece is a common component of all our efforts at the Ministry of Digital Governance”.

It is worth mentioning that to date gov.gr counts over 1,833 services, having started with 503 in March 2020, in regarding 4.5 years almost 8.5 million unique citizens have visited it either to issue a document or to make a statement or request, pushing the documents issued to an estimated 290 million. The increasing trend recorded shows that gov.gr is the most useful and necessary tool for citizens that facilitates their daily life and helps them in their transactions with the State.

How Greece’s digital leap is recorded

The progress that Greece has made in terms of the digitization of public services in 2023 and their improvement of 16% has already been reflected in the European Commission’s annual report on the Digital Decade (DESI index) where Greece’s digital leap to two years, many times exceeding the European average.

According to the report there is also an increase in the development of fiber to the premises (FTTP) connectivity infrastructure. Although still a few steps behind the European average (63.99%) with an increase of 7.63 percentage points, Greece recorded an increase of 10.56 percentage points reaching 38.41%. And in the coverage of 5G, which amounts to 98%, an increase of 14.5 percentage points is recorded, while the European average was formed at 89.3%, registering an increase of 9.8 percentage points.

As recorded in the report, Greece’s strengths are the digital public services for citizens, which has seen an increase of 11.3 percentage points, progressing to 75.9% and approaching the European average of 79.4%. There is also an increase in the digitization of public services for businesses, where the index for our country is at 86.2, surpassing the European one at 85.4.

Along with the very good course, according to the report, some weaknesses are also identified, such as the relatively moderate level of innovation and the low level of digital maturity of small and medium enterprises, but also the education of the population at the level of the required digital skills. That is why and as ministry sources emphasize, the effort for continuous progress and development is reflected in a series of initiatives of the Ministry of Digital Governance, such as:

a) the new call for the “Digital Transformation 2021-2027” Program of the Ministry of Digital Governance, with a total budget of 62.5 million euros regarding the upgrading of digital skills in innovative digital technologies based on market needs and current ICT trends ,

b) the “Digital Transformation of SMEs” program, which includes 3 actions with a total budget of 300 million euros with NSRF-EPAN resources

c) the “Digital Tools for SMEs”, “Development of Digital Products and Services” and “Digital Transactions” programs with a total budget of 372.5 million euros within the framework of the National Recovery and Resilience Plan Greece 2.0 with funding from the European Union-NextGenerationEU.

A Central Hub for the management and analysis of Large Volume Multidimensional Data is created

In the meantime, the Ministry of Digital Governance is preparing the creation of a hub for the management and analysis of Multidimensional Big Data (Big Data), which will also have the ability to gather real-time data from public bodies to monitor the indicators resulting from its obligations of Greece in the context of the Digital Decade 2030.

The project will be financed by the Recovery Fund with a budget of 18.4 million euros. What the new project brings is the utilization of “Business Intelligence” technological tools, as with the use of AI these data will be grouped and produce performance indicators. In this way, the information will be used to draw up public policies in various areas, such as housing policy, social structures, the economy or the environment. In fact, as part of the project, a single platform, “National Dashboard”, will be created, where the data will be recorded by sector, such as health, economy, energy.
