Giorgia Meloni’s “Plan Mattei”: Controlling Illegal Immigration and Building Partnerships with Africa

At the Italy-Africa Summit that took place on January 29 at the Madama Palace in the city of Rome, Giorgia Meloni presented the “Plan Mattei” in order to control the massive flow of illegal migrants.

Twenty-two heads of state and African governments attended the meeting at the headquarters of the Italian Senate, along with the leaders of the African Union and the UN.

Within the framework of a summit in which around twenty African leaders and senior EU officials participated, the italian prime minister presented the development cooperation project for the neighboring continent.

Giorgia Meloni’s plan to control massive illegal immigration in Italy

The initiative is based on an initial allocation of 5.5 billion euros.

It would complement actions already underway, which are focused on climate adaptation and the development of clean energy in Africa.

“To become a natural center for the energy supply of all of Europe, a goal that we can achieve if we use energy as a key to development,” Meloni breathed.

Actions planned by the Government of Italy include pilot schemes in areas such as education, healthcare, water, sanitation, agriculture and infrastructure.

In this way, the aim is to create jobs and opportunities in Africa and persuade young people so that they desist from embarking in the Mediterranean Sea.

In this sense, Giorgia Meloni stated that “here in Europe we talk a lot about the right to emigrate, but we rarely talk about guarantee the right not to be forced to emigrate.”

The objective of “Plan Mattei” is to build a new partnership between Italy and the States of the African continent that expands to the EU, which gives Rome greater international influence.

All this in particular in the Mediterranean area, and that allows, ultimately, greater control of immigration.
