On Saturday, 26 October, citizens across Georgia exercised their democratic rights by voting in the highly anticipated Parliamentary elections.
The EU has been closely monitoring the political developments leading up to these vital parliamentary elections. Over the recent months, the populace of Georgia has clearly demonstrated their commitment to democratic practices and an unwavering desire to advance on their chosen path towards European integration.
According to the preliminary findings and conclusions of the International Election Observation Mission, which is led by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), “election day was generally procedurally well-organised and administered in an orderly manner but marked by a tense environment. Observers noted frequent compromises in vote secrecy along with several procedural inconsistencies, as well as alarming reports of intimidation and pressure placed upon voters. These issues collectively served to undermine public trust in the electoral process. Reports of pressure on voters, particularly among public sector employees, remained widespread during the campaign period. This troubling trend, in conjunction with extensive tracking of voters on the day of the election, raised significant concerns regarding the ability of some voters to confidently cast their ballots without fear of retribution.”
Moreover, election observers highlighted the existence of an uneven playing field, coupled with a divisive campaign conducted within a polarised political atmosphere. There are also significant concerns surrounding the implications of recent legislative amendments on this election process.
We call on the Central Election Commission of Georgia and other relevant authorities to diligently fulfil their responsibility to swiftly, transparently, and independently investigate and adjudicate any electoral irregularities and allegations thereof. It is imperative that these irregularities are clarified and addressed, as this is a necessary step toward rebuilding trust in the electoral process.
The EU eagerly anticipates the final report and recommendations from OSCE/ODIHR, which should be implemented as expeditiously as possible to ensure the integrity of Georgian democracy.
In this crucial juncture, constructive and inclusive dialogue across the political spectrum is now paramount for the future stability of Georgia. In line with the European Council Conclusions dated 17 October, the EU urges Georgia to embrace democratic, comprehensive, and sustainable reforms that align with the core principles of European integration.
In this context, the EU firmly recalls that any legislation designed to undermine the fundamental rights and freedoms of Georgian citizens—and which runs counter to the values and principles upon which the EU is built—must be repealed without delay.
