With the argument that the population of Bariloche complains about the lack of taxis and remises, The mayor, Gustavo Gennuso signed the resolution authorizing the delivery of 50 taxi licenses and 40 remises to the successful bidders selected by an evaluation commission.
In no paragraph of the resolution is the Uber platform mentioned as one of the causes that accelerated the delivery of licenses, although it is an open secret that the arrival of that transfer platform hastened the procedures. Industry sources explained that the issue of issuing more taxi licenses and remises had been being evaluated since October last year with municipal government officials. But it had not been possible to advance until a few weeks ago when the parties agreed. In those days, Uber set foot in Bariloche.
Gennuso issued resolution 2121/2023 this Thursday, July 20. The first article of the resolution awards, «according to the provisions of Resolution No. 1952-I-2023; Article 1 the delivery of a Taxi or Remis authorization » to the people 90 people who appear on the list of successful bidders.
The resolution establishes that the presentation of the vehicles, and the required documentation “will be within 60 days of the awarding of the authorization, which must be submitted to the Department of Transportation, dependent on the Undersecretary of Transit and Transportation” of the municipality. Although the sources evaluated that the winners will leave as soon as they obtain the authorization corresponding to the streets of the city because they have credits to pay.
The resolution provides that the Undersecretary of Transit and Transportation will regulate the requirements for the authorization of the units; “Which may be 2019 model onwards.”
A demand of the population
To justify the delivery of the licenses, Gennuso alleged in the resolution that the residentss of the city, the Chambers of Commerce and Tourism, Aeropuertos Argentina 2000, among other actors, “have made various claims related to the lack of taxi units and remises.”
The sources indicated that so far there are 231 authorized taxis and 360 remises. With the licenses awarded, they will increase to 281 and 400 vehicles respectively.
He maintained that the increase within the stable population of the city “has been revealed with the numbers of the last National Census; This added to the increase in the number of national and international tourists who visit our citywhich generates a considerable demand for relocations.”
He stated that from the municipal Executive «after having carried out an evaluation with the intervening municipal areas, with the Taxi Owners Association (APAT), the union representatives of Taxi Workers and the Remises Standardization Commission, sThe need to increase the maximum number of taxi and remises authorizations was resolved.
He recalled that through resolution 707-I-2023 “the Civil Association Remiseros de Bariloche, the Standardization Commission of the Association of Remis, Association of Taxi Owners, Councilors, representatives of the Executive, and the Evaluation Commission were formed. for the delivery of 15 authorizations for remises 30 for taxis”.
He mentioned that the Executive Department, “after having carried out a new evaluation with the intervening areas and having received the requirement of the interested sectors, issued Resolution 1952-I-2023, which increased the number of authorizations to be delivered, being authorized to deliver a maximum of 50 taxi ratings and 40 remises ratings, guaranteeing the granting of at least 6 taxi ratings and 3 remises to women.
203 people registered to apply for a license
The mayor stressed that 135 applicants for taxi licenses and 68 for remises licenses were registered. An evaluation commission analyzed the documentation that the applicants presented and prepared the list with the pre-awarded bidders. Afterwards, a challenge stage was opened.
Gennuso maintained that during the evaluation stage “consultations were made to the Legal and Technical Secretariat” of the municipality.
He stressed that of the documentation in the file, “there is the list of challenged and the proof that the corresponding transfer was made, which was answered in due time and form, providing the corresponding proof”.
One of the requirements that applicants were asked for was a criminal record certificate, commented sources that participated in the evaluation process.
“After that, the Commission drew up the list of drivers awarded to receive the Taxi and Remis Licenses, as stated in the minutes of July 17,” said the mayor.
Gennuso explained that the regulation, by the Undersecretary of Transit and Transportation, of the requirements for the authorization of the units, “which must be model year 2019 onwards, is necessary, given the lack of vehicles from the years 2020-2021 due to the COVID-19 pandemic.”
He assured that to issue this administrative act “there is Opinion No. 200 -SLyT-23 of the Legal and Technical Secretariat where it rules that it does not observe any irregularity in the procedure established by Resolution No. 707-I-2023, and finding individual arguments for the rejection of those applicants who were not awarded “.
