Geneva – Regularizations of illegal immigrants down 60%

Regularizations of undocumented migrants fell by 60% in Geneva between 2020 and 2021. According to the RTS, the Canton carried out some 500 operations of this type in 2021, compared to 1,250 a year earlier. This decrease is consecutive to the end of the Papyrus operation, officially completed at the end of 2018, but whose files submitted on time continued to be processed following this date.

In 2021, the unions noticed that cases which had not posed difficulties until then were struggling to pass the ramp. The explanation is partly due to the fact that the study of the files became individual once more, whereas under the Papyrus regime, an applicant fulfilling the conditions might also have the members of his family regularized – for which a period of stay of five years was sufficient. . However, from now on, ten years of establishment are required for each individual.

State Councilor Mauro Poggia told the RTS that Geneva plans to continue to regulate 500 to 600 undocumented people a year, a figure five times higher than all other cantons combined.
