Popular Force advisor threatens the Police for restricting his entry to Congress – Infobae
Police officers arrived at Congress to investigate the attack carried out by an advisor to the Fuerza Popular bench, lawyer Juan Carlos Torres Figari, on a member of State security, following they did not allow him to enter through a door prohibited for workers of the Legislative.
In the images accessed by Infobae Perú, the Fujimori is seen pushing the door where he should not enter. He even decides to ignore the indication of the cash and the warning that it is prohibited, quickly forcing entry and pushing the security personnel.
After that, the police officer receives support from one of his colleagues, but the Fuerza Popular advisor insists. However, when he sees that they are recording him, he agrees to have it removed. But not before threatening the police officer, to whom he says: “You’re fine, you bastard, you’re screwed, you bastard.”

Infobae Perú learned that the attacked officer is Walter Aedo, third-rate technical non-commissioned officer. You can even hear that the advisor recognizes him and directly tells him “you screwed yourself, Aedo.”
This, despite the fact that the directive is even posted for all workers to see. “In the Legislative Palace, the entry and/or exit of staff and visitors will be solely and exclusively through the back door (Andahuaylas), except for those cases (visitors) who, by prior coordination with the protocol office, go through the main door. ”, reads the announcement.
After the incident, the official entered Parliament through another door, just as the rest of the workers have been doing and should have done so from the beginning. Hours later, the PNP came to investigate the incident.
When consulted by the media, legislator Patricia Juárez did not rule out that Fuerza Popular would sanction the parliamentary advisor, who also has an important position within the party. However, she considered that it is something of an “administrative nature rather than a political one.”

Although the bench and the Fujimori party remain silent, the Chief Officer of the Congress of the Republic issued a statement recalling the provision corresponding to the entry.
“The entry and exit of the personnel of the Congress of the Republic, to the facilities of the Legislative Palace, will be through the main entrance door (Simón Rodríguez/Jr. Ayacucho passage), the rear door (Jr. Andahuaylas) and the doors recently enabled laterals (passage Simón Rodríguez and Jr. Junín)”.
“It is recalled that, in accordance with article 88 of the Internal Work Regulations, the servers of the Congress of the Republic must permanently and visibly use the identity photo check during their stay in any of the facilities, in order to facilitate the work of the personnel in charge of controlling visitors to the Congress of the Republic,” they stated without referring to the incident.

Juan Carlos Torres Figari is not someone new to the Congress of the Republic or within Fuerza Popular. Although he now advises the Fuerza Popular bench, he has also previously done so with Carlos Tubino and Cecilia Chacón. He has even been a representative and is the national secretary of Family in the National Executive Committee of the party.
The worker unable to follow such clear rules in the institution where he works receives a salary of S/ 10,900 per month as a main advisor which, added to the bonuses, mobility and food, would exceed 14 thousand soles.

With his attitude, in addition to failing to comply with a directive from Congress, Torres Figari would have incurred crimes of disobedience and resistance to authority, provided for in article 368 of the Penal Code. “Whoever disobeys or resists the order legally issued by a public official in the exercise of his powers, unless it involves his own detention, will be punished with a custodial sentence of not less than three nor more than six years,” mentions the mentioned point.
