Simpler procedures for intervening on restricted properties, for conferring the title of professor emeritus of universities, for dispersing the ashes or burial and multi-purpose pharmacies where tests and vaccines can be carried out: in the 34 articles of the latest updated draft of the bill examined by the Council of Ministers on Tuesday , comes a series of simplifications desired by the Minister of Public Administration, Paolo Zangrillo. Among the new features there is also a limit on the recovery of school years: with a single exam the student will be able to recover a maximum of two, and no longer three.
Guide alpine
The bill affects various sectors, including tourism, simplifying the regulation of the mountain guide profession: access to the first level of the profession (aspiring guide) is facilitated and its maintenance over time, which is currently hindered by the obligation to pass to the second level of the profession (alpine guide-mountaineering instructor) within ten years. Furthermore, hotel facilities are given the opportunity to obtain temporary concessions on portions of public roads for parking and for loading and unloading baggage. And in view of the 2025 Jubilee, it will be easier to strengthen incoming health checks also through the hiring of ad hoc healthcare personnel. One chapter looks at how to make life easier for citizens.
Declaration of absence and presumed death
Measures are therefore arriving to digitize the authorizations for burial, burial, cremation and the entrustment or scattering of the ashes, together with the amendments to the Civil Code which halve the time for the declaration of absence and for the declaration of presumed death. Even having a sworn translation will be simpler: the translator will no longer have to physically go to the Court Registry to swear on the faithfulness of the text, but will just need to send it with a digital signature.
Restricted properties and gardening service
The process for intervening on listed properties, i.e. those of historical, artistic, archaeological or cultural interest, is also simplified: the application of silent consent to the procedure for issuing the building permit is also extended to them, if the permit application has already been accompanied by all necessary authorizations. In essence, to start the works it will no longer be necessary to wait for the final approval from the municipal technical office, an operation that often takes a long time. The text also provides aid to companies that provide gardening services to private individuals: until now their waste had to be disposed of in special plants because it was not classified as “urban”, despite being in all respects “green” waste, so the law modifies it classification to simplify disposal.
Enrollment in school
The wave of new regulations also concerns education, with the aim of simplifying the procedures for enrolling pupils in primary and lower and upper secondary schools. Registrations will always take place online, however no longer using an application made available from year to year by the ministry, as has happened up to now, but rather the new single platform “Families and students”. The new enrollment system will allow state educational institutions to directly acquire, from the same IT system, the data and documents necessary for enrollment purposes, avoiding parents having to produce certificates from previous years in paper form.
