There is an astronomical sum that makes us understand how much political instability costs Italy. It amounts to 265 billion euros, you read correctly, the money from the chronic transience of Italian governments. To be even clearer, it is the estimated cost of the spread between the Bel Paese and France in the period of time between 2011 and 2021. A monstrous figure which was partly discussed, and it might not have been otherwise, during the «Obiettivo premierato» event, organized by the Fratelli d’Italia study center and moderated by the journalist of «Il Giornale» Vittorio Macioce.
Among the first to speak is the Minister for Relations with Parliament Luca Ciriani: «The desire is to give stability to the Italian political system. It is not a need that the centre-right or President Giorgia Meloni has but it is a need recognized by all those who in recent years have denounced the fact that Italy is the country in which governments last 12-14 months, in which you enter with the centre-left and exit with the centre-right”. Even in this case, the numbers reinforce the evidence: in fact, from 1948 to today, 48 executives have taken turns, led by 31 Prime Ministers.

Shortly followingwards, the FdI group leader in the Chamber, Tommaso Foti, spoke and teased the opposition: «The idea of direct elections is part of the DNA of the right. We are told that the reform does not provide for an electoral system. It’s a curious thing, because we’ve never seen an electoral system thought up without first knowing what the constitutional rule that governs that system is. When the constitutional reform is approved we will think regarding the electoral law, vice versa it is not possible.” The president of the senators Lucio Malan (FdI) Lucio Malan gets straight to the point: «To be taken seriously in the international arena there is only one recipe: having people who represent our nation for a long time. Furthermore, the reflection of this circumstance is above all economic given that stability favors growth.
Therefore the main objective of the premiership is the introduction of stable governments like in Germany and France.” The cousins from beyond the Alps are back and the room still echoes the 265 billion lost in a decade. The other cornerstone of what is defined as “the mother of all reforms” is popular sovereignty.
Net of the electoral law, it is clear that with the direct legitimation of the prime minister, the voters will have a greater specific weight than in the current context. «Moreover, it is no mystery that the party system dates back to another historical era. With the outbreak of Tangentopoli – argues the lay councilor of the Superior Council of the Judiciary Felice Giuffrè – governability became limping. With the consequence that a gap has been created between institutions and citizens. We must fill this gap.”
Yet an unknown factor called a referendum hovers over the premiership, considered probable by the experts themselves. According to some of them, it should be done, because it would give further legitimacy to the reform and, consequently, to the government which, in any case, would not have particular consequences in the event of defeat. A real challenge, however, in the opinion of others, not to be underestimated and to be carefully considered in every aspect to avoid the similar epilogue reserved for Matteo Renzi in December 2016.
