Do the richest cheat more?
Fraud is a slow poison for our social pact. Every fraud is serious, but that of the most powerful is unforgivable. My philosophy is to focus efforts on them and ease the pressure on the middle classes. I’m not saying that they defraud more, but that when it happens, the amounts are significant: today, 80% of the rights adjusted are due to 10% to 15% of the files. From a certain level, one must be more controlled.

By more means, more sanctions, and more results. By the end of the five-year period, tax audits on the largest estates will increase by 25%. And the hundred largest market capitalizations will now be subject to a tax audit every two years.
What regarding penalties?
I want to strengthen the penalties for the most serious fraud, for example when there is concealment of assets abroad. In these situations, we are no longer in citizenship. We work with [le ministre de la justice] Eric Dupond-Moretti to a sanction of fiscal and civic indignity. It seems legitimate to me that a person who has committed aggravated tax evasion should be deprived of any reduction or tax credit and of his right to vote for a certain period of time. We seize the Council of State to analyze its constitutionality. Another measure: I want convictions for tax evasion without penalty of deprivation of liberty now accompanied by work of general interest. In addition to paying his fine, the big tax evader will paint the tax office.
