France The City of Paris votes to turn off illuminated at night

The measure, which will also concern Morris columns, press booth panels or passenger shelters, will come into force on December 1.

The decision comes ahead of a government decree published in early October.

The City of Paris will ask its operators to turn off illuminated advertisements in its streets from 11:45 p.m. to 6:00 a.m. from next December 1, the City Council voted on Wednesday on an initiative of elected environmentalists. This decision, which will also concern the Morris columns, the panels of the press kiosks or the passenger shelters from 1:00 am, precedes a government decree published at the beginning of October which provides for extinction throughout the territory from June 1, 2023.

Digital, backlit or scrolling

The Town Hall asks Clear Channel, its private operator of information panels with electric or electronic display, digital, backlit or scrolling panels, to turn off all these devices from 11:45 p.m. Macronist opposition. Signs intended for information related to public services, road safety and access to rights will be an exception, specifies the text.

The JC Decaux company, which manages the Morris columns, the backlit panels of the press kiosks and the passenger shelters, is asked to turn them off from 1:00 a.m. According to the entourage of first deputy Emmanuel Grégoire, Clear Channel and JCDecaux have given their agreement to this project. The Town Hall also asks transport operators in the region to align themselves with the extinction at 11:45 p.m. for the luminous panels of metro stations, RER, stations and bus shelters, “according to service hours”.

“All penalty levers”

If Ile-de-France Mobilités (IDFM), the regulatory authority for Ile-de-France transport, does not participate in this “collective effort”, the City will use “all penalty levers, even the suspension of part of its contribution to IDFM” , says the text amended by the Executive. From November 1, the City wants all economic actors (shops, offices) or associations to end the lighting of their signs and screens “as soon as these organizations cease their daily activity and these premises are no longer occupied” , under penalty of verbalization and administrative sanctions.
