The pregnancy will have been longer than expected, but the project, Emmanuel Macron’s presidential campaign promise, has been accessible for a few days: France is offering individuals “social” leasing at “maximum €100 per month” to drive a car. 100% electric.
It’s even less if you opt for city cars designed for the city: the site mon-leasing-electrique.gouv.fr, live since January 1, allows you to place your reservation for an electric Renault Twingo at €40 per month, a Peugeot e-208 for €99 per month, a Citroën e-C3 for €54 per month or an electrified Fiat 500 at €89 per month. Count on €149 monthly for a Jeep Avenger or €150 for the Renault e-Megane. In the package of this state aid, obviously, French models if possible, European models otherwise.
Be careful though, the “gift” is less pretty once unwrapped with all its conditions: firstly, insurance is not included in this “social” leasing. Secondly, if the French State takes care of the first payment (up to €13,000 per vehicle all the same), at the end of the three-year rental, the individual will have to buy the vehicle, go to another rental or leave the offer.
Thirdly, not everyone is eligible: intended for “modest incomes”, for whom electricity is only a pipe dream, it requires that the annual tax income of the subscriber (isolated) does not exceed 15,400 euros (and 30,000 euros for a couple). You must also live more than 15 kilometers from your place of work and travel at least 8,000 kilometers per year by car as part of your activity. Attractive, the system is however limited: This year, the government will only retain 20 to 25,000 files, in order of registration of reservations…
Is a similar system being studied in Belgium? The answer is simple: no. Wallonia is relying more on its new automobile taxation (TMC, annual tax) to encourage the transition, while in Brussels, where one in two households does not have a car, it is the combo of soft mobility/public transport/ shared cars which is promoted by the authorities. That leaves Flanders, which is already showing more incentives towards individuals: any resident in Flanders who acquires a 100% electric car costing €40,000 max will receive a rebate of €5,000.
