On March 2, 2023, the Vietnam Federation of Trade and Industry (VCCI) coordinated with the General Department of Customs and People’s Committees of 4 provinces, Hai Phong, Hai Duong, Hung Yen and Quang Ninh, with the support of the United States Agency for International Development (USAID) organized a dialogue conference “Removing difficulties for enterprises in import and export activities in 4 provinces”.

Speaking at the opening of the conference, Mr. Hoang Quang Phong, Vice Chairman of VCCI emphasized that import and export activities are identified by the Party and State as playing an important role in socio-economic development and are the driving force for economic growth. rapid and sustainable economic growth.

Therefore, in the past time, the Government and ministries have made a lot of efforts to simplify import and export procedures, enhance transparency in trade policies, and set up mechanisms to solve business problems.

Hai Phong, Hai Duong, Hung Yen and Quang Ninh are localities with great potential in economic development and are also areas with a large concentration of industrial parks, export processing zones and import-export enterprises.

According to preliminary estimates, the total export turnover of goods in 2022 of enterprises in the four localities will reach regarding 46 billion USD, accounting for approximately 12.3% of the total export turnover of the country.

According to VCCI leaders, the above results show that the business community in recent years has made outstanding efforts with the spirit of proactively overcoming challenges to make an important contribution to the overall achievement of commercial activities. international trade.

At the local level, the governments of provinces and cities have also made remarkable efforts to improve the quality of economic management and facilitate the business environment.

The representative of VCCI frankly pointed out that the space for improvement is still very large, especially in the aspect of providing information, solving difficulties and problems for businesses as well as increasing the participation of businesses in activities. legal policy making.

According to the assessment results of “Business satisfaction with the implementation of import-export administrative procedures” published by VCCI in collaboration with the General Department of Customs and USAID’s Trade Facilitation Project announced in July/ In 2021, regarding 38% of enterprises still face difficulties and obstacles in the process of finding out information regarding import and export administrative procedures. 24% of enterprises reported that regulations or policies frequently changed, causing difficulties for production and business activities.

Faced with this situation, the Vice President of VCCI said that it is very important for businesses to participate more actively in dialogue and policy suggestions. This will contribute to the creation of practical legal regulations, reducing compliance costs and thereby facilitating business operations.

PROMOTE DIRECT INTERACTION BETWEEN BUSINESS AND FUNCTIONAL AGENCIES

Therefore, the leaders of VCCI proposed to promote direct interaction and strengthen the cooperative relationship between the business community and the authorities related to import and export policies; focus on solving difficulties for the business community in these four Northeast provinces.

Also at the conference, Mr. Tran Van Quan, Vice Chairman of Hai Duong Provincial People’s Committee, shared that in 2022, the total export turnover of Hai Duong is estimated at 10,514 million USD, up 6.6% (equivalent to 2.8% compared to the previous year). with the total export turnover of the country). Hai Duong is the 7th province out of 10 provinces and cities with the largest trade surplus in the country. China is still Hai Duong’s largest import market with an average turnover of 33.5%.

Therefore, at this conference, the leaders of Hai Duong province want businesses to boldly express their views, clearly stating the difficulties and obstacles in import and export activities. On the side of Hai Duong, provincial leaders pledged to create the most favorable conditions for enterprises to research, invest and carry out production and business activities in the province, including import and export activities. “In case there are difficulties and problems that are the responsibility of the Provincial People’s Committee and departments, we are committed to directing and solving them as quickly as possible,” said Mr. Quan.

In the field of customs, Mr. Hoang Viet Cuong, Deputy Director General, General Department of Customs (Ministry of Finance), informed that the General Department of Customs has made efforts to reform administration, modernize customs, increase application information technology, with digital customs model, smart customs, perfecting legal documents… in order to best facilitate international trade activities, remove difficulties and obstacles for businesses .
