On the 19th, members of the National Assembly Education Committee belonging to the People Power Party urged the Democratic Party of Korea to “promise to hold a Legislative and Judiciary Committee meeting on the morning of the 21st and handle the ‘four laws protecting teaching rights’.” The previous day, the Democratic Party had boycotted some standing committee activities in protest when the prosecution requested an arrest warrant immediately following party leader Lee Jae-myeong was rushed to the hospital due to deteriorating health. The ruling party members of the Education Committee held a press conference that day and said, “The handling of the four laws protecting educational rights is something that the ruling and opposition parties have publicly promised. The Democratic Party insisted, “Please cooperate with the prompt passage of the four laws protecting teaching rights.” The ‘Four Laws on Protecting Teacher Rights’, which the Education Committee passed by agreement between the ruling and opposition parties on the 15th, were expected to pass through the Legislative and Judiciary Committee on the 18th and the plenary session on the 21st. However, the Democratic Party opposed the prosecution’s warrant request for Representative Lee on the 18th, called for the dismissal of Prime Minister Han Deok-soo and the resignation of the entire cabinet, and refused to schedule nine standing committees, including the Legislative and Judiciary Committee, so the bill was not processed. The ‘Four Laws on Protecting Teacher Rights’ are an amendment to the Teacher Status Act that stipulates that if a teacher is reported on suspicion of child abuse in the course of educational activities, he or she will not be dismissed from his or her position unless there is a justifiable reason, and a bill that does not regard a teacher’s legitimate guidance on student life as child abuse. This refers to the amendments to the Elementary and Secondary Education Act and the Early Childhood Education Act, and the amendments to the Basic Education Act that obligate parents and other guardians to respect and cooperate with the school’s education and guidance activities. The ruling party’s education committee members asked, “Did the Democratic Party listen to the teachers’ cries with one ear and let them go with the other? “The Democratic Party should not drag the issue of church rights into the realm of political conflict,” he said. “The way now is to hold a Legislative and Judiciary Committee meeting on the morning of the 21st to prioritize the four laws on church rights and pass them at the plenary session in the followingnoon.” He continued, “If the Democratic Party, because of their political calculations, rejects the Legislative and Judiciary Committee as a way to show their loyalty within the party and uses the four laws on teaching rights as a scapegoat, 500,000 teachers will never forgive the Democratic Party’s political behavior.” “We emphasize that it must be dealt with on the 21st, and we strongly urge the cooperation of the Democratic Party,” he added.
