The city was founded by the Spanish in 1792 with the name of Fort Borbón by order of Governor Joaquín Alós y Brú, who entrusted him to Commander José Antonio de Zavala y Delgadillo, as part of the defensive device that the Viceroyalty of the Río de la Region had in the region. Plata thus hindering (next to the Itapacú fort) the incursions carried out by the Portuguese bandeirantes from Brazil.

The first site was located in a place between the currently Brazilian Forte Porto Carrero and Fecho dos Morros. For the final location of Fort Borbón, a point was chosen where there were hills that, although modest in height, were steep and easily defendable against a kind of “bay” that the Paraguay River has on the right bank. The Mbaya chiefs were invited to the founding ceremony.
