Foro Penal confirmed that at least 91 teenagers have been arrested since July 29 in the context of protests against the results of the National Electoral Council (CNE), which declared Nicolás Maduro the winner of the presidential elections.
The non-governmental organization published its most recent update of protest figures, in which it counted a total of 988 detainees and 11 deaths in the demonstrations at its latest cutoff date of August 3 at 3:00 p.m. The arrests occurred in 22 states and the Capital District.
The Foro Penal report states that each of the detainees has been verified and identified. However, the names of those affected have not been made public. The organization’s lawyers have been deployed in the main detention centers in each state to provide legal assistance.
The organization has not revealed the ages of the detained adolescents either. However, the Criminal Responsibility System contemplated in the Law for the Protection of Boys, Girls and Adolescents (Lopnna) stipulates that the age of criminal responsibility for adolescents begins at 14 years of age.
Likewise, the law establishes in its article 549 that “adolescents must always be separated from adults when they are in preventive detention or serving a custodial sentence.”
The law adds that the offices of the investigative police must have exclusive areas for adolescents arrested in flagrante delicto or at the disposal of a public prosecutor for their presentation to the judge. It also states that they must be sent as soon as possible to a specialized detention center.

Likewise, the NGO reported that the deaths were recorded in the Capital District (5) and the states of Yaracuy (2), Zulia (2), Aragua (1) and Táchira (1).
Foro Penal filed a constitutional protection appeal for those detained in Caracas
José Ángel Foreros and Jaqueline Herrera, lawyers at Foro Penal, They filed an appeal for constitutional protection in front of the Palace of Justice in defense of people arrested in protests during and after the presidential elections on July 28.
The lawyers explained that the guarantees set forth in articles 44.2 and 49.1 of the Venezuelan Constitution have been violated in the proceedings being carried out with these detained persons.
“We ask the Specialized Court for Amparo Matters to rule on the limitations in the exercise of the right to defense and legal assistance, as well as the contact of family members with all detainees,” Foreros said in a video published by Criminal Forum on Wednesday, July 31st at night.
The lawyer pointed out that the appeal filed explains the damage to the rights of people who remain detained in the police stations of Zone 7 (Boleíta), Maripérez and El Valle.
