Mattia Binotto does not think that the postponement of the publication of the financial reports on the capped budgets is a good signal sent by the FIA. According to him, this vagueness maintains the rumors of an overtaking of certain teams, and of a suspicious complexity to manage.
“It’s interesting that it takes so long to publish it, because it should have been published a few days ago” said the Ferrari boss. “The reason why we are waiting so long is certainly that there are discussions behind it.”
“They substantiate rumors and speculation that some teams have been in breach. I think it’s just confirming that there’s talk because there’s something unclear in there.”
Binotto hopes that the FIA will impose penalties commensurate with the infringements found: “What is important to us is that whatever the violation, if there is a violation, the penalty must be meaningful.”
“Because believe me, our car in Japan, which tried to fight for the best position, is a car that was developed maintaining and respecting this budget cap.
“We know how much a breach, even a minor one, would have been involved in terms of performance. Five million dollars is regarding half a second, even 1 to 2 million dollars is one or two tenths, which is the difference between being second on the grid or being on pole and having the fastest car.”
“This is the budget for 2021, and 2021 is an advantage you gain over subsequent seasons. What I expect is full transparency and clarity on the discussions we had.”
