Kramer, a native of Vorarlberg, was Wifo boss from 1981 to 2005, and from 2005 to 2007 he was rector of the Danube University Krems. Kramer examined the consequences of European integration and globalization, but also developed strategies for federal states and regions or examined tax structures and administrative costs.

“Helmut Kramer’s excellence and objectivity as an economic researcher made him the economic policy advisor to all Austrian federal governments since 1970,” said current Wifo director Gabriel Felbermayr, according to a broadcast. Under his leadership, Wifo scientifically accompanied the European integration process and pointed out in advance the advantages of integration, but also the necessary changes.

“The question he posed early on regarding the consequences and necessary changes in Europe’s aging societies is now a central research interest,” says Karl Aiginger, who took over Wifo management from Kramer in 2005 and held this position until 2016.

Kramer leaves behind a wife and three daughters.
