The prosecution, which is investigating the suspicions of the Daejeon-dong ‘5 billion club’, is intensifying its investigation into former Supreme Court Justice Kwon Soon-il’s alleged violation of the Attorney-at-Law Act.

According to the legal community on the 6th, the Seoul Central District Prosecutors’ Office recently transferred former Supreme Court Justice Kwon’s case of alleged violations of the Attorney Act and the Public Official Ethics Act from the Gyeonggi Southern Police Agency and assigned it to the Anti-Corruption Investigation Division 1 (Chief Kang Baek-shin).
Former Supreme Court Justice Kwon has been under various suspicions regarding the Daejang-dong incident. He is known to have led the ruling to overturn the not guilty verdict in the trial of Lee Jae-myung, leader of the Democratic Party of Korea, for violating the election law in July 2020, while he was serving as a Supreme Court Justice. Representative Lee maintained his position as Gyeonggi Governor following the Suwon High Court confirmed his innocence in accordance with the Supreme Court ruling at the time. However, former Supreme Court Justice Kwon has been suspected of ‘trial dealing’ as it was revealed that two months following the ruling in this case was made, Kim Man-bae got a job as an advisor to Hwacheon Dayu, the majority shareholder, and received a total of 150 million won in salary.
As the controversy arose, a civic group accused former Supreme Court Justice Kwon of receiving bribes, violating the Attorney-at-Law Act, and violating the Public Official Ethics Act. The prosecution only summoned former Supreme Court Justice Kwon twice in November and December 2021, and took no additional action following the investigation.
Afterwards, the prosecution believed that former Supreme Court Justice Kwon’s alleged violation of the Attorney-at-Law Act by serving as an advisor to Hwacheon Daeyu without being registered as a lawyer was not within the scope of the prosecution’s direct investigation, and transferred the case to the Gyeonggi Southern Police Agency. The prosecution, which had only investigated suspicions of ‘trial transaction’, received the case once more and also investigated charges of violation of the Attorney-at-Law Act.
Former Supreme Court Justice Kwon, who completed registration as a lawyer with the Korean Bar Association last year, also took on a corporate case being heard by the Supreme Court last July. However, the prosecution’s investigation into the ‘5 billion club’ accelerated, and he resigned following a month as controversy arose over his acceptance of the case.
