Former Kansas Undersheriff Arrested for Mistreatment of Confined Person in Clay County | Latest News and Updates

CLAY COUNTY, Kan. (KCTV) – The Kansas Bureau of Investigation arrested a former Kansas undersheriff on Friday.

KBI agents arrested 55-year-old Harold Stellner of Clay Center Friday following he turned himself in at the Clay County Jail at 4:10 p.m.

He was arrested on a misdemeanor charge of mistreatment of a confined person.

According to the KBI, an investigation was initiated on Oct. 4, 2023, when the Clay County Sheriff discovered evidence of an incident that happened Sept. 29 at the Clay County Jail.

The KBI said it is believed Stellner unlawfully struck an inmate during the incident. Shortly following, Stellner was terminated by the Sheriff’s Office.

An investigation into the incident remains ongoing.
