Among the seven defendants is Nguyen Thanh Son (41 years old, residing in Cau Giay District, Hanoi), former Deputy Director, senior registrar of the Registry Center 89-02S; From October 2020 to now, Son is the Director of the Center for Motor Vehicle Registration 89-05D.
Bui Ngoc Tan (41 years old, residing in Hien Nam Ward, Hung Yen City, Hung Yen Province), former senior inspector of the 89-02S Registry Center. From October 2020 until now, Tan has been the Director of Motor Vehicle Registration Center 89-06D (address in Nghia Dan commune, Kim Dong district, Hung Yen province).
The remaining 5 defendants include: Trinh Van Chuong, Do Hong Van, Vu Sy Kien, Do Thanh Luan, Chu Sy Quy; are both senior registrars and registrars of the 89-02S Registry Center.
