It is precisely this report that considers Merzbacher “the most obvious example of systemic abuse” committed by laymen or non-clergy of the archdioceseand indicates that he abused dozens of students of both sexes under threats and even holding a weapon, which he once shot at school.

The publication of said report was followed by the signing by Wes Moore, Governor of Maryland, of a Legislation Ending the State’s Statute of Limitations for Sexual Abuse Lawsuits.

“Now, as always, is an important time to keep in our prayers the victims and survivors whom Merzbacher hurt so deeply,” the Archdiocese of Baltimore said following his death in a statement.
