The social dialogue of chauffeur-driven transport vehicle (VTC) drivers had a productive year in 2023. While the Employment Platforms Social Relations Authority had already produced two agreements, guaranteeing a minimum amount per trip of 7.65 euros and governing account deactivations, the negotiations which took place on Tuesday December 19 resulted in three new agreements on remuneration.
They were signed at least by the Association of Independent Platforms (API), the main professional organization (representing Uber and Caocao), and the Association of VTC of France (AVF), the first of the seven driver organizations, this which is enough for them to be validated. “It’s a revolution in the world of transport, we can’t change everything in a single day, but it’s a big step”, reacts Karim Daoud, president of the AVF. This is not unanimous among the unions: “It was a great moment of theater, and a real defeat for VTCs, which formalizes the platforms’ control over the price of rides”castigates Fabian Tosolini, national delegate of Union-Indépendants (CFDT), the second largest organization of drivers.
The main measure is the one with the most consensus, since it is signed by the two employers’ organizations, the API and the French Federation of Passenger Transport by Reservation (FFTPR, which brings together Bolt, Heetch, LeCab, Marcel, FreeNow and Allocab), and at least four on the independent side: from 1is February 2024, the minimum fare will increase from 7.65 to 9 euros for drivers, before contributions and charges (vehicle maintenance, gasoline, insurance, etc.). “In one year, we obtained a 50% increase, it was 6 euros before! », welcomes Mr. Daoud. This means, by adding the commissions collected by the platforms (which vary between 18% and 25%), that the minimum price of a trip will reach around 11 euros for the customer.
“It won’t cost the platforms anything”
Dissatisfied unions indicate that this minimum is already very often reached by the platforms, with the exception of the leader Uber. For example, Bolt never pays less than 10 euros to its Parisian drivers. “It’s a commercial strategy, because few drivers accept these small trips. In fact, the increase will mainly concern one actor”, testifies Julien Mouyeket, general manager France of Bolt. According to the National Public Transport Observatory, which studied the statistics of the 47,000 VTC drivers active in France in 2022, a quarter of trips brought in less than 10 euros for drivers and 8% less than 7.65 euros.
