For the sixth consecutive year, ANDE leads the list of the main contributors to the treasury

Asuncion, IP Agency.- The National Directorate of Tax Revenue recognized the National Electricity Administration as the largest contributor to the treasury for the year 2023. For the sixth consecutive year, it is ranked first among the 10 largest taxpayers to the treasury, with a net taxed amount of 477.1 billion guaraníes.

The recognition ceremony was led by the National Director of Tax Revenue, Oscar Orué, who presented the management report corresponding to the first year of institutional life of the entity.

On the occasion, he highlighted the most significant achievements at the head of the DNIT, including the presentation of the largest contributors to the treasury for fiscal year 2023.

After ANDE, in second and third place are Banco Itaú and Banco Continental, with contributions of G. 237,271 million and G. 227,115 million, respectively.

The top 10 contributors are completed by the following firms: Paresa Paraguay, Cervepar, Banco Nacional de Fomento, Banco Sudameris, Tabacalera del Este, Cervecería Paraguaya and Banco GNB. These ten contributors generated a total contribution of G. 1,695,295 million.

To prepare this ranking, the net contribution of individuals and legal entities registered with the tax authorities was considered, including payments made during the fiscal year, adjusted for withholdings, adding IDU and subtracting refunds.

ANDE also stood out as the largest contributor in income tax and consumption tax.

The National Directorate of Tax Revenue highlights that of the taxpayers registered in the RUC, the 500 largest contributors generated 39.1% of the total collected in Fiscal Year 2023, in relation to Internal Taxes and 23.4%, with respect to the total collection of the Tax Directorate (sum of the collections of the General Management of Internal Taxes and the General Management of Customs).

The ranking considers the amounts paid to the treasury in direct taxes such as the Corporate Income Tax (IRE), the Tax on Dividends and Profits (IDU), the Single Maquila Tax, and the remnants of previous income taxes; as well as in indirect taxes, which include the Value Added Tax (VAT) and the Selective Consumption Tax (ISC).

The lists were compiled using all amounts received (cash plus tax credit payments) by taxpayers in 2023, plus the withholdings made by third parties, the withholdings made to their suppliers and investors, and the tax credit refunds obtained in the same period. Therefore, the figures reflect the net contribution of these companies to the treasury.

The ranking of the largest contributors to the treasury for fiscal year 2023 includes the largest taxpayers who made significant contributions in taxes, interest, late payments and/or fines during that period.

Make contributions to the treasury transparent

The DNIT stresses that the publication of the ranking of the largest contributors has the main objective of providing transparency regarding contributions to the treasury, in addition to recognizing the trust placed by these taxpayers in the management of the tax administration. The report also highlights the recovery of the national economy after adverse events, reflected in the significant tax contributions.

It is also worth noting that with the creation of the DNIT, the participation and impact of the 500 largest contributors in tax collection is undergoing a period of adjustment, due to the implementation of structural changes in the current regulatory and procedural framework.

New registrations in the RUC

During the event held at the DNIT, information was also provided on the incorporation of more than 60 thousand new registrants in the Single Registry of Taxpayers (RUC) and the significant increase in tax collection in this first year of the Tax Directorate.

In addition, a total of USD 4.776 billion was collected, of which USD 720 million corresponds to the increase in revenue, which represents a growth of more than 20%.

The report also includes the incorporation of technology in the fight against smuggling, such as drones for verification and monitoring during controls.

The DNIT also reports the donation of one million fruit and vegetable products and other goods to soup kitchens, hospitals, volunteer firefighters, homes and social aid entities, benefiting more than three thousand people.

Regarding the IDU ranking, the top ten contributors, including individuals and legal entities, contributed 6.5% of the Gs. 1.3 trillion collected in 2023, in the form of IDU. This represents approximately Gs. 85,177 million.
