For a new collective agreement –

Five (5) days of work by the ad hoc Commission to review a collective agreement that has become obsolete and redefine the relationships between the ministerial supervision (via the labor inspectorate), the social partners and the General Directorate of the National Health Insurance and Social Guarantee Fund (CNAMGS), now ”managed” by Audrey Christine Chambrier Voua. Social dialogue is therefore more than ever underway at the CNAMGS, where all partners have agreed to a social truce concluded for three (3) years, 2024-2027.

The ad hoc Commission for social dialogue within the CNAMGS is examining with a fine-tooth comb all the questions raised by the social partners on improving the working conditions of agents and promoting a healthy climate between employers and workers of this institution.

During the ongoing work, it will therefore be a question of revisiting the policies that will ensure that the concerns and expectations of all employees and employers are taken into account. The stakeholders gathered in this context will also discuss issues concerning the reclassification of State public employees and continuing training, as well as the health care of employees and their beneficiaries, etc.

The conclusions of this consultation should enable the CNAMGS “to work in a standardized professional environment that takes into account the criteria of social justice, equity, respect for the standards and procedures of the Labor Code, self-denial, values of ethics and professional conduct, merit and performance, well-being for all, as well as the cardinal values of public service”argued the Director General of CNAMGS.

For the social partners, this meeting marks a new hope, in that it offers the opportunity to revisit the policies which will ensure the overall consideration of the concerns of both the expectations of all employees and employers throughout the human capital chain.

Established in 2007, the CNAMGS is considered the driving force behind social policy in Gabon. Reporting to the administrative supervision of the Ministry of Social Affairs, it is de facto associated with major health issues. Its missions are twofold (2): to guarantee health coverage for the entire Gabonese population and to provide family benefits to economically weak Gabonese who receive family allowances, a back-to-school bonus and a birth bonus in the form of layette.

Three main objectives are set for the CNAMGS: improving access to health care; contributing to improving the provision of care; and combating poverty and social exclusion.
